191009 Recreation MIN The Corporation of the Town of Tillsonburg Recreation & Sports Advisory Committee October 9, 2019 7:00 p.m. Suite 203, 200 Broadway, 2nd Floor MINUTES Present: Chris Parker, Dace Zvanitajs, Eugene Todd, Carrie Lewis, Don Baxter Absent with Regrets: Jeff VanRybroeck, Kim Sage, Susie Wray Also Present: Andrea Brown, Margaret Puhr, Amanda Cook, Lindsay Munroe 1. Call to Order The meeting was called to order at 7:04 p.m. 2. Adoption of Agenda Proposed Resolution #1 Moved by: Don Baxter Seconded by: Dace Zvanitajs THAT the Agenda as prepared for the Sports and Recreation Advisory Committee meeting of October 9, 2019, be adopted. Carried 3. Disclosures of Pecuniary Interest and the General Nature Thereof There were no disclosures of pecuniary interest declared. 4. Adoption of Minutes of Previous Meeting Proposed Resolution #2 Moved by: Dace Zvanitajs Seconded by: Don Baxter THAT the joint Sports & Recreation Advisory Committee and Memorial Park Revitalization Committee Meeting Minutes of September 11, 2019, be approved. Carried 5. Presentations/Deputations 6. General Business & Reports 6.1. Hall of Fame update – invitations have been sent out, committee members please RSVP to Becky. Everything will be taken care of by staff. 6.2. Signage on sports fields – background: in the past the fence signage was directed by council to be taken down. There are frames with about half dozen Committee: Recreation & Parks Advisory Committee Page - 2 - of 2 Date: April 11, 2019 signs now on the Kiwanis diamond, the question for the committee is whether the committee would support more fence advertising. Don Baxter remembered that there was a question of liability having signage on fences, if som eone was to be injured by one. All ball fields in Ontario have signs. Liability insurance for organizations is much bigger now and the revenue is great. The committee feels that the signs are a good source of revenue and as long as the process is run by the town and staff, there is no issue with these ; however staff will get existing signage policy and the procedure for the committee to review at the next meeting in order to pass a motion. 6.3. Facility Allocation Policy draft review. Rain out policy was added to existing proposed document. Differentiation between adult groups: leagues affiliated with association or adult groups without any association in terms of priority of allocation was brought up by one of user groups as feedback and brought to the committee for discussion. Feedback from the committee is that this kind of distinction is not necessary, as the priorities as specified in the policy cover all the options. Proposed Resolution #3: Moved by: Chris Parker Seconded by: Carrie Lewis THAT the Sports Facilities Allocation Policy as presented to the Recreation & Sports advisory committee be approved and endorsed by the committee and THAT this policy be sent to Town Council for final approval. Carried. 6.4. Committee goals and objectives review –committee had requested to meet with Accessibility Advisory Committee. Based on feedback, a meeting will not be held at this time. Further dialogue is required. Staff to provide a chart of objectives from the Master Plan listed with progress, if any, made for the November meeting. 7. Correspondence 8. Other Business 9.
