191003 PBC MIN The Corporation of the Town of Tillsonburg Parks, Beautification and Cemetery Advisory Committee October 3, 2019 9:00 a.m. Suite 203, 200 Broadway, 2nd Floor MINUTES Present: Paul DeCloet, Christine Nagy, Marian Smith, Donna Scanlan, Sue Saelens, Mike Dean, Ken Butcher, Penny Esseltine & Maurice Verhoeve Absent with Regrets: Paul Wareing & Bob Marsden Also Present: Allison Jakobi 1. Call to Order The meeting was called to order at 8:58 a.m. 2. Adoption of Agenda Resolution #1 Moved by: Mike Dean Seconded by: Ken Butcher THAT the Agenda as prepared for the Parks, Beautification and Cemetery Advisory Committee meeting of October 3, 2019, be adopted. Carried 3. Disclosures of Pecuniary Interest and the General Nature Thereof There were no disclosures of pecuniary interest declared. 4. Adoption of Minutes of Previous Meeting Resolution #2 Moved by: Mike Dean Seconded by: Sue Saelens THAT the Parks, Beautification and Cemetery Advisory Committee Meeting Minutes of September 5, 2019, be approved. Carried 5. Presentations/Deputations None 6. General Business & Reports 6.1. Cemetery Bylaw (#3640) Revisions – All; The Committee reviewed and revised Section C of the current Cemetery Bylaw #3640. Suggested changes were recorded and will be tracked. Upon completion of the By-law review process, a revised By-law document will be presented back to the Committee for their final review. The Committee is to come to the next meeting prepared to discuss section “D”. Committee: Parks, Beautification and Cemetery Advisory Committee Page - 2 - of 2 Date: October 3, 2019 6.2. Trail Enhancements – Paul DeCloet; Paul DeCloet provided information the committee on a proposed plan to enhance both the Carroll Trail and the 4th to North Street Trail. Paul has spoken with the Long Point Regional Conservation Authority in regards to preparing a plan on how to effectively manage invasive species on the trails. The LPRCA is willing to prepare a no cost plan and submit to the Town for approval. There was discussion and general agreement with this approach although no specific motions were tabled. 6.3. 2020 Keep Tillsonburg Beautiful & Tree Plant Event - All; The committee discussed options for the continuation of tree plantings along the Trans Canada Trail section where the 2019 tree planting took place. There was no specific discussion on the Keep Tillsonburg Beautiful event for 2020. 6.4. Scattering Gardens Update - All; The report detailing the Committee’s recommendations was presented to Council on Sept 23, 2019. Council referred the report to the upcoming budget process. The Committee expressed a desire for a representative of the Committee to be present during the budget meetings. 6.5. New Columbaria Update - All; It was shared that the public tender for the new Columbaria closed today, October 3, 2019. 7. Correspondence 7.1 An email was shared from the Museum Council Advisory Committee regarding concerns with trees, and recent trimming work that was completed, at the Annandale House site. The Chair clarified that the management of trees on Town property is an operational issue and should be referred to staff for follow-up. The Chair will reply to the Chair of the Museum Council Advisory Committee to advise of this information. 8. Other Business None 9.
