191023 MPRAC MIN The Corporation of the Town of Tillsonburg Memorial Park Revitalization Advisory Committee October 23, 2019 5:30 p.m. Lion’s Den, Community Centre MINUTES Present: Ken Patterson, Eugene Todd, Mike Cerna, Joan Weston, Scott Vitias, Sharon Howard, Rosemary Dean Absent with Regrets: Terry Smith, Mel Getty, Jane Ann McLean Also Present: Rick Cox, Margaret Puhr, Chris Rosehart 1. Call to Order The meeting was called to order at 5:30p.m. by Vice Chair Joan Weston 2. Adoption of Agenda Resolution #1 Moved by: Ken Patterson Seconded by: Mike Cerna THAT the Agenda as revised for the Memorial Park Revitalization Advisory Committee of October 23, 2019, be adopted. Carried 3. Disclosures of Pecuniary Interest and the General Nature Thereof There were no disclosures of pecuniary interest declared. 4. Adoption of Minutes of Previous Meeting Resolution #2 Moved by: Mike Cerna Seconded by: Ken Patterson That the joint Memorial Park Revitalization Committee & Sports & Recreation Advisory Committee minutes of September 18, 2019, be approved. Carried 5. Presentation & Deputations 6. General Business & Reports 6.1 Grant application update: provincial/federal infrastructure grant program application was requested by council. Deadline is November 12. A larger and a smaller package was requested to be prepared and presented to council prior to submitting. Those options will be presented to council on Monday, October 28 and Committee: Memorial Park Revitalization Advisory Committee Page - 2 - of 3 Date: October 23, 2019 council will give direction how to proceed. The new larger proposal includes the splash pad near the indoor pool but not the road closure and re-imagined water park. The smaller indoor package has family change rooms at west end and a small splash pad plus renovation of the west entrance as well as water park rehabilitation and another small splash pad. 6.2 Selection of next project from the Master Plan: signage. Resolution #3 Moved by Ken Patterson Seconded by: Eugene Todd THAT the signage elements as listed on the Master plan: directional, wayfinding, entrance naming, entrance from Delevan Crescent, parking lot naming and larger signage on Broadway be recommended to council as the next projects. Carried 6.3 Signage on the cattle barn: the Fairboard proposed a design for sign advertising on the cattle barn, which could be made to match the town branding; the revenue from the sign rental will be used by the Fairboard for their projects. Resolution #4 Moved by Ken Patterson Seconded by Mike Cerna That the Memorial Park Revitalization committee recommend that the council approve in principle the proposed window sign advertising on the cattle barn and that the committee review the proposed design prior to installation. Carried 6.4. New derby area: the derby was moved, as discussed at previous meeting, with consent from the Director. The Fairboard would like to keep the current spot going forward. 2020 fair dates: August 21-23 Resolution #5 Moved by: Rosemary Dean Seconded by: Eugene Todd THAT the Memorial Park Revitalization committee recommend to council that the Memorial Park Master Plan be revised to reflect the derby area remain on the east side of the cattle barn. Carried 7. Correspondence 8. Other business. The cattle barn can still be used for storage until May 2020 since the proposed parking lot in that area is not going in this year. 9.
