Meeting of March 22, 2021
Strategy Corp- Fire Communications Business Plan Review
Council received a presentation from John Matheson, Principal and Jaiman Chin,
Consultant of Strategy Corp on the Fire Communications Business Plan Review. This
review highlighted the hard work and quality service that Fire Communications is
currently providing as well as some suggestions for future improvement.
Purple Lights for Epilepsy Awareness Day- March 26, 2021
Council received a presentation from Elizabeth Sinclair regarding the statistics and
challenges associated with epilepsy. The Town Clock Tower lights will be turned purple
on March 26th in honour of Epilepsy Awareness Day!
Council and Committee Meeting Options
Council passed a resolution to continue to meet in the hybrid format with attendees both
in council chambers and virtually and that Committees of Council select their
preferred option, either the combined hybrid format from council chambers and virtually,
or in person following COVID-19 protocol in a meeting room at the Tillsonburg
Community Centre, while COVID-19 restrictions remain in place.
OPD 21-09 Building Inspector 2- Business Case
Council passed a resolution to proceed with an additional FTE for Building Services and
for staff to proceed with the Building Inspector 2 recruitment process. This position will
assist the department in getting caught up on applications due to the rapid, increased
growth in development in the Town.

OPD 21-10 Kinsmen Bridge
Council has asked staff to obtain additional information as it relates to the heritage
designation before taking any action on the environmental assessment.
OPD 21-11 Safe Restart Phase 2 Funding Agreement
Council authorized the by-law and agreement for the Safe Restart Phase 2 Funding.
This funding is being distributed to municipalities to assist with offsetting costs due to
the financial pressures as a result of the COVID-19 pandemic that have been placed on
municipal transit systems.
RCP 21-07 RCP Departmental Service Review Update
Council received an update on the Recreation, Culture & Parks Departmental Service
Review. This report provided an overview and status of the items originally established
as recommendations from the review.
RCP 21-09 Playground Disposal
Council passed a resolution to proceed with the disposal of the Playground Equipment
from Optimist, Park and that a financial donation of $1,000 be forwarded to Dereham
Co-op's Playground Fundraising initiative in lieu of our used equipment.
Acting Fire Chief Appointment
Council approved a by-law to appoint Chief Paul Groeneveld, the current Norwich
Township Fire Chief, as the Acting Fire Chief for the Town of Tillsonburg during the
recruitment phase for a new Fire Chief.
Items of Public Interest
John Pound Road is anticipated to be complete this week. The rolling on the walking
bridge will be removed in time for the summer.
'Cram the Cruiser' for Food Bank Donations is taking place this Saturday, March 27
from 9:00 a.m. to 3:00 p.m. at the Metro store.
There is a planned hydro outage on April 10 from 3:00 a.m. to 8:00 a.m.
The Customer Service Centre has been temporarily relocated to 200 Broadway, 2nd
Floor from March 23-29. Hard copies of the COVID vaccine consent form and
Community Stratgic Plan survey are available there.
