19800206 Executive Committee ReportTHE CORPORATION OF THE TOWN OF TILLSONBURG Executive Committee REPORT Wednesday, February 6th, 1980 -7:00 P.M. Present: Mayor Armstrong; Councillors:-Webster, Miggens, Story, Ferrie and Linton. The Executive Committee recommends to Council as follows: 1. That after discussion of the proposed reconstruction of Tillson Avenue, with the P.U.C. and Engineer C. J. Demeyere, the County be requested to consider a road width of 36 feet and that cost estimates be submitted indicating the proposed cost sharing of the works to be carried out and staging thereof. 2. In the matter of the construction of the P.U.C. service centre and the matter of conveyance of additional lands deemed necessary for the said construction and provision of adequate parking, that 12,345 square feet of additional lands, be conveyed to the P.U.C. south of the existing depot and north of re-aligned Elgin Street, at a price of $18,103.00. 3. That on entering into an agreement of purchase with respect to land referred to in 2 above, this Council approve payment of back- up charges as set out in letter from P.U.C. dated December 19th, 1979. 4. That the Town assume the cost of reconstruction and enlargement of watermain on Harvey Street from old Hale Street to Ridout Street. 5. That rental space be provided to the P.U.C. for equipment storage in the lower level of Beaver building at $1.00 per square foot. 6. In the matter of the encroachment of garage on alley at westerly boundary of Lot 1195, Plan 500 on Durham Street and provided the owner agrees to construct an adequate retaining wall along the side of the said garage and driveway, that the corporation agrees to convey to the owner of the Wpt. of Lot 1195 that part of the said alley sufficient to resolve such encroachment. 7. The matter of fire protection service fee by the P. U. C. be further reviewed. 8. The offer to lease as presented by Trottier Investments, December 21st, 1979 for office space for municipal purposes on the mezanine level of the Town Centre project and re.vised January 17th, 1980 be accepted subject to satisfactory arrangement with respect to lease deposit and space design to meet the Town's needs. KEN HOLLAND Dear Sir: CONSULTING ENGINEERS 21 January 1980 8003 RE: RECONSTRUCTION OF TILLSON AVE Our firm has been retained as Consulting Engineers for the above project by the County of Oxford. The County has assumed the role of the "Owner", and in that capacity, will be financing the project until completion. When the final costs are known, the County will invoice the Town of Tillsonburg for their share of the cost. The County is therefore requesting that the Town of Tillsonburg confirm by letter that they agree to allowing the County to finance the project and that they will pay their share of the cost when invoiced by the County. N<G ('o'/3 In respect to the above reconstruction project, we under- stand from the Engineer, c. J. Demeyere, P. Eng., that the County has assumed the role as "owners" and will be invoicing the Town for its share of the related costs on completion of the works. In order that we can arrange the necessary approvals of capital funding of the Town's portion and/or any part carried out as a local improvement, the Town would request that preliminary cost estimates indicating the proposed cost sharing of the works and the staging thereof, be forwarded for preparation of necessary approvals. With respect to the proposed road width, the Council and a number of citizens are concerned with loss of trees which may occur with the proposed 46' width. The Council there- fore request the County to consider a width of 36' with certain channelization at intersections. After your review of this request, the Council would be prepared to meet with your Committee and the Engineer to discuss this matter further. Yours truly, Kenneth E.
