MINUTES OF A MEETING of the Tillsonburg
Police Services Board held December 13, 1993,
at 8:30 a.m. at the Police Department.
PRESENT: Walter Burton, Chair,

The Chair called the meeting to order.
1. Upon motion made by C. McKnight, and seconded by J. Lanthier,
the agenda for this meeting was adopted.
2. The Chair declared the minutes of the meeting held November 8,
1993, adopted as circulated.
3. Outstanding business from Nov. 8, 1993 meeting as relates to:
Meeting of October 12/93:
8.c) {i) Policy -Use of Community Room -The policy dated
November 12, 1993, prepared by Chief Harley and related to this
topic, was adopted.

November 12, 1993, prepared by Chief Harley and related to this
topic, was adopted.
Meeting of November 8, 1993:
8.b) October/93 AIM bulletin re: policing standards
compliance for Boards. Chief Harley prepared 'Media Relations' and
'Court Security' policies for the Service which accompanied the
Agenda for this meeting, and were those policies were adopted by
the Board.
4. NEW BUSINESS:
Chief of Police Reports:
a) October, 1993 Statistics, and
b) November, 1993 Statistics -Chief Harley commented on
these reports noting that 'break & enter' 'theft under $1000' and
'assaults' were each up significantly, and attributed these
increases to the economy, and lack of punishment for these types of
crimes. J. Lanthier stated that in the past week, he had attended
a meeting of the Tillsonburg Association for a Safer Community

(TASC) and learned of an incident of intimidation occurring on
school grounds, noting it was likened to 'swarming' as had occurred
in the past at Toronto. Chief Harley responded no reports of this
type had been made, but there had been one incident of 'peer
intimidation' a charge was laid, and it was now before the courts.
He further stated he would like to receive the information related
to the 'swarming' incident. Chair queried as to relationship of
TASC to Crimestoppers, and Municipal Watch programs. J. Lanthier
advised that TASC is the umbrella organization coordinating
information among various groups. Chief Harley advised the
Community Services Officer advises TASC; Crimestoppers of
Haldimand-Norfolk and Tillsonburg has one board member from town,
and no Crimestopper member sits on TASC.
5. Financial Reports:
a) October, 1993 Listing of Accounts Payable -C. McKnight,
reported a conflict of interest related to item N050, Pg. 18, of
the Report, and withdrew from discussion. The listing was approved
for payment.
6. Committee Reports:
a) Building Committee Chief Harley advised that three
sets of manuals had been set up in which al 1 guarantees and
handbooks re: operational procedures were filed. One was for
operational use, one was archived in the building, and one was for
the town. Any deficiencies to date had been straightened out.
Members agreed that this Board forward letters to Roger Farwell,
R.W. Huras and Marina Huissoon, of The Walter Fedy Partnership, and
to Jim stuyt of Reid and Deleye Contractors Ltd., to express
gratitude to them for doing their respective jobs well. It was
suggested this Committee be dissolved at the January, 1994 meeting
if the final funds have been released.
b) Executive Committee
c) Human Resources

scheduled a meeting for January 4/94 to begin
negotiations.

7. Municipal Report:
a) C. McKnight advised there was no report. Chief Harley
queried about '911' lines, and was advised that rural users will no
longer use it, but urban users will continue using it.
8. Correspondence:
a) Oct. 25/93 letter from D.G. Evans re: Police Handgun -
Heal th and Safety Ruling -Chief advises he is aware of the
Ministry of Labour investigation into safety of the .38 revolver,
and its order to the OPP to prepare a p 1 an for conversion to a
safer firearm. The Ontario Police College will be providing
direction, and he awaits same.

received, and no action is to be taken with respect to them.
e) Nov. 22/93 Police Assn. of Ont. memo to Chiefs of Police
re: 3rd Annual Police Labour Conference -Feb. 28 and March 1/94 -
No one from the Board or Service will be attending this conference.
No further business arose. The Chair adjourned the meeting at 9:35
a.m.
