961010 Board of Management MINTILLSONBURG BUSINESS IMPROVEMENT AREA BOARD OF MANAGEMENT MINUTES of the meeting of the Tillsonburg B.I.A. Board of Management held Thursday, October 10th, 1996 at noon in the Council Chambers, Municipal Offices. PRESENT: Vice-Chairperson, Pat Hynes; Members: Carrie Montgomery; Brenda Carroll; Fran Bell; Rick Miggens; Matt Scholtz; Eugene Heath (12:30); Michael Graves, Co-ordinator. ALSO PRESENT: Janet Wright; Linda Albright A. Adoption of Agenda Moved by Brenda Carroll Seconded by Carrie Montgomery AND RESOLVED THAT the agenda as prepared for the date of October 10th, 1996 be adopted as printed with the .addition of Linda Albright under Delegations, and an appointment to the Board (Janet Wright) be added under G. Other Business. 11 Carried11 B. Adoption of Minutes Moved by Fran Bell Seconded by Carrie Montgomery AND RESOLVED THAT the minutes of September 12th, 1996 be adopted as printed. "Carried" C. Delegations 1. Linda Albright Linda Albright outlined some of the discussions regarding the Down Home Country Christmas. The Sunshine Foundation will be using new lights and donation boxes this year. The tree will be put up earlier, and could possibly be acquired from Betty Ireland on Concession Street (Keith Somers would have to be approached to see if he could move the tree). Santa's House is being rebuilt, and possible locations were discussed. Michael will contact Coward's to see if they are interested. The store decorating contest will require participants to fill out a registration form. The form will be prepared by Brenda and Michael. Conflict of Interest None. E. Reports 1. Treasurer's Report Michael Graves gave the Treasurer's Report. Michael explained that $30,000 had been invested in Mutual funds, and although the report showed only $1,600 in current funds for the end of September, the final tax instalment had been put in to bring that amount to over $9, 600. The bills for the month were South Western Ontario Publishing $654.65; Parks and Recreation $1,500.00, Beres Meat and Grocery $45.88; and Beres Meat and Grocery $55.06; totalling $2,255.59. Moved by Fran Bell Seconded by Rick Miggens AND RESOLVED THAT the Treasurer's report be adopted as submitted and the bills therein be paid. ''Carried'' 2. Promotions Report The promotions committee is currently pursuing a television advertisement on CFPL-TV a BBS station in London. The advertisement will be make up a part of their Christmas Catalog commercial and will not cost more than $1,600. The commercial will have two versions being the Down Home Country Christmas version and the other being a shop Tillsonburg during Christmas version. Pictures of the Downtown can be provided to reduce the cost of the commercial. 3. Beautifications Report Rick Miggens reported on the Beautifications Committee recent meetings. The committee used the Streetscape Master Plan and the new Tree Policy to determine what tree plantings should be done in the Downtown. Rick Miggens then met with Don May of Parks and Recreation Commission. Together they performed a tree audit. They discovered that some of the types of trees on the corners were not recommended for tree plantings but were very healthy. It would be very costly to cut down these trees and replace them. Therefore, they recommended that these trees remain. The committee produced a report outlining the tree plantings that are recommended (attached), and the cost of those tree plantings. The committee has approximately $10,000 from Green Streets and $11,000 budgeted for trees in 1996. Moved by Matt Scholtz Seconded by Brenda Carroll AND RESOLVED THAT the BIA adopt the Beautifications Report and the recommendations therein, and recommend to Council that funding for the cost of the Tree Project be taken from B.I.A. reserves which were set aside for that purpose in 1995, and which will be undertaken this fall. ''Carried'' 4. Traffic Report Matt Scholtz explained that discussions were still ongoing on the winter parking in the Downtown core for tenants of second storey apartments. The traffic committee had originally made a motion to stop vehicles from parking on the street during the winter months. The traffic committee is recommending deferral for one year until some of the parking issues can be resolved. 5. Streetscape Report None. F. Communications 1. The Kiwanis Club The Kiwanis requested funds for the Santa Claus Parade as well as judges. The Kiwanis will be invited to the next promotions committee meeting. G. Other Business 1. Appointment to the Board (Janet Wright) Moved by Brenda Carroll Seconded by Eugene Heath AND RESOLVED THAT the B.I.A. Board recommend to Town Council that Janet Wright, of the Bank of Montreal be appointed to the Board. "Carried" H.
