PORT BURWELL -TILLSONBURG
MINUTES of the meeting of the Otter Valley Utility Corridor &
Recreation Trail Committee held Thursday, March 27th, 1997 at
3:30 P.M. in the Municipal Offices, Port Burwell.
PRESENT:
ORDER OF BUSINESS:
A. Adoption of Minutes
Moved by J. Hevenor
Seconded by T. Nesbitt THAT the Minutes of the
Intermunicipal Review Committee for the Otter Valley Utility
Corridor and Recreation Trail dated February 6th, 1997 be
adopted as amended and that the March 4th, 1997 Open House
Minutes be adopted.

c. Adoption of Agenda
Moved by J. Hevenor
Seconded by R. Bradfield THAT the Agenda for the Otter
Valley Utility Corridor and Recreation Trail dated March
27th, 1997 be adopted.

D. Reports and Discussion
1. Response Letters -Township of Bayharn
Received.
The Deputy Clerk was requested to invite the members of
the Township of Bayham to the next Open House meeting
scheduled for April 29th at the Town of Tillsonburg
Municipal Offices.
The Deputy Clerk was also requested to invite the
members of the Township of Bayham to the next meeting
of the Otter Valley Corridor and Recreational Trail
Committee to be held on May 8th, 1997.

2. Terms of Lease with Pembina (Elexco Ltd.)
Ms. Fran Bell, Economic Development Officer, advised
the Committee that Pembina requires a line location on
one side only of the corridor, twenty feet in width is
needed to accommodate future lines for gas only, and
further that Pembina has no problem with twinning the
use of the land with the trail.
The Economic Development Officer was further requested
to call the land agent for Pembina and request their
requirements so that those requirements can be passed
onto the Village of Port Burwell in planning with their
development of the harbour with other land owners in
that area.

Seconded by G. Loucks THAT the Otter Valley Utility
Corridor and Recreational Trail Committee direct the
respective Town Councils to approve the terms of lease
with Pembina (Elexco Ltd.), as amended to Part 4 of the
Agreement to state preparation instead of development
and as stated in the letter dated March 25th, 1997.

3. Easement Agreement between Port Burwell and Tillsonburg
Moved by Jim Hevenor
Seconded by Sam Lamb THAT the Intermunicipal Review
Committee for the Otter Valley Utility Corridor and
Recreational Trail recommend to their respective Town
Councils the lease agreement between the Town of
Tillsonburg and Village of Port Burwell as prepared by
Scott, Krantz-Sippel & Brander under date of February
19th, 1997 and as amended to include in Clause G, legal
authorized vehicles instead of bicycles.

4. Joint Venture between Port Burwell and Tillsonburg
Moved by Sam Lamb
Seconded by Gord Loucks that the Intermunicipal Review
Committee on the Otter Valley Utility Corridor and
Recreational Trail recommend to their respective Town
Councils the joint venture agreement between Port
Burwell and Tillsonburg as prepared by Scott, Krantz-
Sippel & Brander under date of February 25th, 1997 as
amended by the Intermunicipal Review Committee on March
27th, 1997.
