Carried The Corporation of the Town of Tillsonburg Development Committee September 13, 2016 7:30 AM Marwood Lounge, Community Centre 45 Hardy Ave, Tillsonburg MINUTES Development Committee Meeting Minutes (September 13, 2016) - 2 - 5. Delegations and Presentations 6. Information Items 6.1. Community Strategic Plan - No update. Council will be touring various Town assets/ facilities in advance of budget planning. 6.2. Post-Secondary Education – In process. 6.3. Tillsonburg Hydro Inc The shareholder (Town) has appointed John Gilvesy, Ann Loker, Dan Rasokas, Julie Ann Snell, Alex Urbanowicz, and Ernie Vidovic to the board of directors with Deputy Mayor Dave Beres being the Council representative. The next 12 to 24 months will be an importance timeframe for the utility. 6.4. Town Hall Task Force The Task Force reviewed the interest received and determined to proceed with a letter from the committee chair thanking them for their interest while requesting more detailed information. The respondents had until September 9 to complete the survey and that information will be brought forward at their next meeting. The “arms-length” nature of the committee is good for fostering these types of discussions. Question regarding whether or not the focus can be maintained with so many options and interested parties. The prior decisions of the committee in terms of criteria and the Space Needs Study will help guide the process, but expectations will need to be managed. 7. General Business & Reports 7.1. Association of Municipalities of Ontario (AMO) Conference Update S. Molnar provided an overview of meetings with the Ministry of Community Safety and Correctional Services (CSCS), Ministry of Energy and Ministry of Transportation (MTO). Ministry of Energy was thanked for their help in lifting some of the capacity restrictions in Tillsonburg. Still waiting for a response from the MTO on North Broadway/Hwy 19 reconstruction. A follow up meeting with the Independent Electricity Service Provider (IESO) has been scheduled. Minister Duguid has been supportive of Economic Development issues in the area. Mayor Molnar was able to meet with other ministers as part of SCOR responsibilities. 7.2. Highway 3 Business Park – New Lot Configurations A draft lotting plan showing smaller lots along the future Clearview Dr South roadway was provided. Discussion about Street C and a second fire exit as well as service to adjacent properties. When will signage be updated? Staff will review draft signs with Committee. Development Committee Meeting Minutes (September 13, 2016) - 3 - 7.3. Downtown Marketing Plan This item was requested by the Committee. An overview of BIA responsibilities plus joint Town/BIA initiatives was discussed. “Win this Space” initiatives from Uxbridge, Cobourg, and Huron East were reviewed. Key findings were that successful initiatives included both private and public sector partners, free business coaching/advice, and extensive marketing (and usually significant resources). Indirect benefits were also possible with some businesses starting up even when they were not the winning company. Comments on how this would be funded and how to target businesses so that a unique business was chosen. Direction was to proceed with discussions with Downtown Business Improvement Association and report back. 8. Committee Minutes & Reports 8.1. Tillsonburg District Chamber of Commerce Reminder of upcoming Tapas night on September 9. Promises to be great food and fun! Chamber trip to China has been very popular with over 125 registrants despite this being the third trip to China. 8.2. Downtown Business Improvement Association Three Façade Improvement Program projects are underway. Downtown Wifi network is in the process of being upgraded with relocation of repeater units. Some upgrades being made to electronic LED signs and Town’s new logo should be updated when complete. 8.3. Tillsonburg District Real Estate Board While monthly average prices are down, year to date average price is still up 6%. Number of transactions up while listings are down nearly 25%. 8.4. Physician Recruitment There is a Town/hospital meeting later this week. 9. Correspondence - None 10. Other Business 10.1. Roundtable • S. Spanjers raised issue of challenge in finding lower cost rental accommodations vis-à-vis his new employee who relocated from Brampton. He is paying as much here as in Brampton. There is a need for more rental accommodations in Town. • Mayor Molnar extended kudos to the Chamber of Commerce regarding their annual golf tournament as it was a great event. • Comment regarding the Rural Economic Development (RED) program formerly offered through OMAFRA. This program will still exist but re-branded under the Province’s Business Growth Initiative funding program.
