Absent with Regrets: Mike Cerna, Erin Getty and Michael Kadey. Also Present: Amelia Jaggard, Deputy Clerk Emily Xuereb, Deputy Chief Building Official Carrie De Buis, Co-op Student 1. Call to Order The meeting was called to order at 2:00 p.m. 2. Adoption of Agenda Private building concern to be added as item 5.5. Review of local news articles to be added as item 5.6. Next meetings plans to be discussed under item 6. Minutes of the Previous Meeting 4. Disclosures of Pecuniary Interest and the General Nature Thereof There were no disclosures of pecuniary interest declared. 5. General Business & Reports 5.1. Information on Renovations and Accessibility Upgrades (Deputy Chief Building Official) The Deputy Chief Building Official circulated a handout which included information on barrier-free requirements related to renovations and provided a brief presentation on those requirements. Opportunity was provided for comments and questions from members. Staff provided clarification on when power automated doors are required to be installed. 5.2. Committee Chairs/Vice Chairs and Staff Liaison Meeting Update Staff to send the link to the online Advisory Committee feedback survey. Survey results to be provided as information at an upcoming meeting. 5.3. Town Facilities Review Update Staff circulated copies of feedback on Town facilities completed and submitted by Committee member C. Allen. Committee members C. Allen, J. Huber and M. Dickson provided an overview of the facilities that have been reviewed. Staff to share the information with the relevant department for information and action where possible. Staff noted that BrowseAloud is an assistive technology software that adds text- to-speech functionality to websites. The Town of Tillonsburg website is compatible with the BrowseAloud technology which makes the content more accessible. Staff to inquire about headphone availability for Kiosks at Community Centre. 5.4. 2020 Joint Accessibility Advisory Committee – Agenda item ideas Proposed items for the agenda should be sent to Amelia. 5.5. Private building concern M. Dickson noted concern and sought guidance for residents at a multi-level private property in Town which is scheduled to have no elevator access for a period of six weeks. 5.6. Review of local news articles C. Allen shared local news articles with the committee. Link to online stories to be shared with members. 6. Tillsonburg Community Centre Comments/Suggestion Department Comments Accessible men’s and women’s washrooms by the rink do not have automatic doors. RCP This is not required by Code as there is already an accessible washroom on this level (by Lion’s Aud) There is a need for more automatic doors. The entrance doors to the rink area are manual. RCP The entrances that are accessible have accessibility operators or automatic doors. The other entrances that are not accessible (due to a step) would not be candidates for accessible openers or automatic doors. Large power scooters have difficulty fitting in the elevator. RCP The opening of the elevator doors met the minimum standards at the time they were installed. Code states that even though the opening does not meet today’s minimum standards, it is acceptable until such time as a significant renovation is undertaken. In that instance, the elevator door opening would need to be compliant with today’s minimum standards. The main customer service desk does not have a low accessible counter. RCP There is an accessible counter, this is now opened each morning to provide accessible customer service Check accessibility of evacuation plans, only found in lower lever by rinks/gym. RCP Evacuation plans are located on all levels. Both Kiosks were not functioning properly. Many of the functions produced an error code and could not use as intended. RCP This is something we can request IT to have a look at. Family change rooms are a barrier to families. Access to change rooms is problematic for people with strollers and mobility devices because of manual doors. It is suggested to remove the doors as there are barrier walls to improve accessibility. RCP This has been addressed in the infrastructure Grant submission, status is pending. Concern with the distance between the outside automatic door opener and actually door. RCP Facility staff will review. It is suggested to include an accessible seating area in the rink viewing area. RCP This will be taken under consideration for when the area is updated. Privacy change area with curtain would not accommodate an individual in a wheelchair. RCP This has been addressed in the infrastructure Grant submission, status is pending. There is a need to have the ability to make fonts larger on documents such as user contracts to assist customers. RCP Customer Service staff is looking into this to determine if Legend Software can produce reports with larger fonts. Tillsonburg Customer Service Centre Comments/Suggestion Department Comments Hand sanitizer is too high for individuals in wheelchairs. Bottle placed on accessible customer service desk. Suggested that the accessible customer service desk be adjustable to accommodate a variety of mobility devices. Tillsonburg Corporate Office Comments/Suggestion Department Comments The Corporate Office sign next to the elevator appears too high and has no colour contrast. Hand sanitizer in Corporate Office is high. Bottle placed on the coffee table. It is suggested that the online accessibility complaint form should have a contact number or TTY option available on same line. Office of the Clerk Free TTY service provided by Bell. Tillsonburg Museum Comments/Suggestion Department Comments Elevator only goes to second floor. Museum The customer service desk does not have a low accessible counter. Museum It was suggested to include audio recorded tours. Museum Tillsonburg Cemetery Comments/Suggestion Department Comments No automatic door at entrance. RCP If an extensive renovation was done on this building an automatic door would be required to be installed. Tillsonburg Regional Airport Comments/Suggestion Department Comments No automatic door at patio entrance. Operations No automatic door for washrooms. Operations Some areas of sidewalks in need of repair. Operations Ramp to patio has a raised lip which requires mobility devices to lift over. Operations Mobility device unable to access picnic table area. Operations Airport Committee meetings are being held in the basement which is not accessible. Office of the Clerk Committee meetings could be relocated if needed. Menu could be difficult to read (letter size, colour). Are hand held menus available? SkyWay Café Tillsonburg Tillsonburg Transit Comments/Suggestion Department Comments Suggested grab bars should be added to the T:GO bus to assist riders getting out of their seat. Transit Coordinator Majority of issues to be addressed through new service contract in July 2020 and a different style of bus. T:GO bus does not have route signage. Transit Coordinator On days when the sun is not out the bus can be dark. Transit Coordinator Some elderly people have trouble with the steps at the side of the bus. Driver mentioned that she has a few people she will use the ramp for as she has offered it to them and they now request it. Transit Coordinator Seating for disabilities at rear of the bus can be difficult to see when the bus has passengers. Transit Coordinator There is no curb cut at the Mall stop. Transit Coordinator Loading on ramp is difficult if an individual is heavy. A lift ramp would be better. Transit Coordinator Fire Hall Comments/Suggestion Department Comments No accessible entry to upstairs or downstairs. Entry door has raised lip which mobility devices would need to lift over.
