Call to Order The meeting was called to order at 4:43 p.m. 2. Adoption of Agenda Resolution #1 Moved by: Councillor Esseltine Seconded by: Tabitha Verbuyst THAT the Agenda as prepared for the Culture, Heritage and Special Awards Advisory Committee meeting of October 7, 2020, be adopted, as amended with the addition of item 5.3. Carried 3. Disclosures of Pecuniary Interest and the General Nature Thereof There were no disclosures of pecuniary interest declared. 4. Adoption of Minute s of Previous Meeting Resolution #2 Moved by: Tabitha Verbuyst Seconded by: Carrie Lewis THAT the Minutes of the Culture, Heritage and Special Awards Advisory Committee meeting of September 2, 2020, be approved. Carried 5. General Business & Reports 5.1. Citizen of the Year 5.1.1 Interest in Virtual Celebration It was noted that a virtual celebration could be a good way of recognizing the Citizen of the Year given the current pandemic situation. It was suggested that the event be held near the end of the month to mid November. It was suggested that a series of videos of pre-recorded speakers could be shared during a live virtual session. Laura will investigate pricing of a videographer to see what they could do within our budget. It was noted that the original motion passed by Council indicated that an in-person celebration would take place once the pandemic is resolved. It was suggested that a hybrid model at the Community Centre could be an option. Laura will look into the possibility of renting arena space or an auditorium at the Community Centre. Penny will provide Laura with a lis t of potential speakers for the celebration. 5.2 T illsonburg 150 5.2.1 Draft Budget Discussion Staff will investigate grant opportunities to apply for that would relate to this type of event. The Committee held further discussion on ways to access funds for this event and passed the following resolution: Resolution #3 Moved by: Carrie Lewis Seconded: Mark Dickson THAT the C ulture, Heritage, and Special Awards requests that any unspent funds from their 2020 Cultural Grants budget be placed into reserves to be used for the 2022 Tillsonburg 150 celebrations . Carried 5.3 Resignation of Committee Member Resolution #4 Moved by: Councillor Esseltine Seconded by: Tabitha Verbuyst THAT the Culture, Heritage and Special Awards Committee accepts the resignation of Committee Member, Erin Getty; AND THAT the C ulture, Heritage and Special Awards Committee recognizes the member ’s valuable contributions to the Committee. Carried 5.4 Lieutenant Governor ’s Award The Committee noted that there was not enough time this year to complete an adequate nomination for any of the awards included under this initiative, however, this award will be considered in discussions earlier next year. Laura will pass this information along to the local school board. 6. Next Meeting Wednesday, October 21, 2020 at 4:30 p.m. 7. Adjournment Resolution #3 Moved by: Rosemary Dean Seconded by: Carrie Lewis THAT the October 7, 2020 Culture, Heritage and Special Awards Advisory Committee meeting be adjourned at 5:32 p.m. Carried Citizen of the Year Option 1- Postpone • Postpone all planning to an undetermined date until larger gatherings can be held with little/no restrictions Pros Cons ‘Potentially’ able to have a large celebration as done in the past Unknown wait period- could be many months/years Everyone participates in-person, eats, drinks, socializes People may not be as comfortable in the future gathering in large groups No need to monitor COVID -19 safety protocols Would lose the timeline of celebrating the ‘current’ year’s recipient Option 2- Virtual • All participants participate/view a live session electronically from the comfort of their home • Doug could invite his social bubble into his home to view/participate in the session • Trophy/certificate, flowers and a gift gets delivered to Doug’s home before the event • Hot meal gets delivered Doug’s home for him and his social bubble to enjoy before the event • Guest speakers are pre-recorded and shared throughout the live electronic session • Event could be aired on Rogers TV Pros Cons Safest idea with COVID -19 pandemic Not as personable Everyone can participate from ‘anywhere’ in the world Technical issues/requirements Celebration is still taking place on a smaller scale in the comfort of recipients’ home Participants may be uncomfortable or unable to use technology to participate Option 3- Combination • Doug and his social bubble (immediate family) would be invited to participate electronically in the Program Room at the Museum • Depending on comfort levels, the Mayor, Councillor Esseltine and Committee Chair could join the family in the Program Room • The room would be set up with nice table cloths, flowers, balloons, “Town” colours and refreshment table • Group can enjoy a catered hot meal before the event (either served in individual portions or family style) • In -person group could participate electronically with all others tuning in electronically • Certificate and award could be presented in person during the live session • Guest speakers are pre-recorded and shared throughout the live electronic session • Event could be aired on Rogers TV Pros Cons Safer then meeting in-person in large group Monitoring of COVID -19 safety protocols is required Everyone can participate from ‘anywhere’ in the world Technical issues/requirements Celebration is still taking place on a smaller scale with an special feeling of still “getting out of the house” to celebrate Participants may be uncomfortable or unable to use technology to participate Option 4- Prolong Reign • Provide a public press release that proclaim s Doug as the 2020 and 2021 Citizen of the Year with • Plan an in-person celebration in Spring 2021 (indoors or outdoors) • Send a hot meal to Doug’s home for him and his family to enjoy now Pros Cons Same as option 1 Same as Option 1 Some recommendation can be done immediately by sending the meal now May cause community upset by changing precedence and prolonging the reign
