Call to Order The meeting was called to order at 5:27 p.m. 2. General Business & Reports 5.1. Budget update – the application for 3.5M refurbishment grant was submitted by the deadline and we should hear in the spring, to refurbish water park, indoor pool, create splash pad, expand space in the Zamboni snow dumping area. The council chose to apply for the mid-price grant rather than the full refurbishment grant. The Town’s part of the grant contribution is in the budget, therefore regardless of the grant, the indoor pool can be refurbished to some degree. Draft budget – has been deliberated by council and the final budget is coming to council next week for approval, including pre-budget approval for water park slide replacement, to be ready in time for opening weekend in June. Price for water slide and tower $323,000.00 before tax, $450,000.00 total budget for water park improvements. Some of the money came at cost of improvements to ball diamonds and tennis courts. Council directed for a wheelchair swing to be installed either at the water park or near the tennis courts as well as updating the pavilion. Parking expansion will be re-tendered in spring/summer, including re-attaching water to the cattle barn and extending water to the dog park. Pending council approval. Approval to work with TMBI to bring hydro to the Optimist diamonds and benches on Kiwanis diamonds. Operational budget is mostly unchanged from last year. New Dog Park committee is working on projects to improve the dog park and will be bringing it to this group for discussion 5.2. RECOMMENDATION: THAT Council receives Report 20- Year-End Memorial Park Revitalization Advisory Committee for information BACKGROUND: This report is to provide Council with an update of activities of the Memorial Park Revitalization Advisory Committee throughout 2019. DISCUSSION: The Memorial Park Revitalization Advisory Committee became a stand -alone committee for the 2018-2022 council term. The mandate of the committee is to advise and make recommendations on all matters with respect to the Memorial Park Revitalization Project, including planning, design, layout, construction while considering heritage, efficiency, current and projected use, environmental impact, aesthetics, accessibility and code and policy issues. In 2020 the Committee reviewed and updated the Memorial Master Plan to reflect projects that have been accomplished, revised or rejected in order to have a clear vision and goals for the Committee. In March 2019 the Committee reviewed a presentation from Tillsonburg Rowing Club regarding future of the club facility and subsequently recommended to council to allow a temporary storage unit for the club equipment and at Town cost and that the Summer Place and boat house be demolished and replaced with a new structure; The Council did not adopt this recommendation. In May 2019, jointly with the Recreation & Sports Advisory Committee, the Committee recommended to council that the outdoor aquatic facilities be consolidated with the indoor aquatic facility per proposed concept; and that the Lake Li sgar Waterpark facility be demolished and replaced by an outdoor splash pad facility; The Council did not adopt this recommendation. Also a joint recommendation was made that the Hardball Diamond #1 orientation be left unchanged, and user groups be consulted for improvements; The council has not addressed this recommendation. Choose an item. 20- Memorial Park Revitalization Committee 2019 report Page 2 of 2 In October 2019 the Committee reviewed the Memorial Park Master Plan and recommended that directional, wayfinding, entrance naming, entrance from Delevan Crescent, parking lot naming and larger signage on Broadway be undertaken as the next projects. Additionally, the Committee recommended that Council approve in principle the proposed window sign advertising on the cattle barn, with prior review by the Committee. Also, the Committee recommended that Council that the Memorial Park Master Plan be revised to reflect the derby area remain on the East side of the cattle barn.
