General Business & Reports 6.1 Monthly Projects Update Cephas provided an overview of the monthly projects update. It was noted that the Preliminary Earthworks contract for the Van Norman Innovation Park is about halfway complete with the servicing contract anticipated to be released for tender shortly. 6.2 Criteria for Reviewing Development Applications Cephas provided a list of criteria for reviewing development applications. It was suggested that c ommunity improvement applications be added to the list. It was suggested that a process be developed to ensure that reviewing these applications does not create a backlog or delay with finalizing these applications. It was noted that Council has already endorsed having prescheduled planning meetings over the coming months. Resolution #4 Moved by: Cedric Tomico Seconded by: Kirby Heckford THAT the Economic Development Advisory Committee requests to Council that the comm ittee be included on the circulation of the following development applications to act as a review and commenting body: • Downtow n • Industrial • C ommercial • Façade Grants • Subdivision agreements • Road construction (notices) • Community Improvement Plans AND THAT staff create a process to allow for this without causing any delay in the process. Carried Staff will bring this forward to Council by way of a report at the January meeting. 6.3 Economic Development & Marketing 2021 Business Plan Cephas provided an overview of the 2021 Business Plan and budget. 6.4 Tillsonburg Hydro Inc. There was no report from Tillsonburg Hydro. 6.5 Town Hall Task Force The Town Hall Task Force has been meeting regularly to review a variety of different options for a new Town Hall space. The Task Force is looking at providing a recommendation in the near future. 6.6 Physician Recruitment & Retention Committee There are no new updates. 6.7 Community Strategic Plan Staff will be meeting with the consultant on December 16 to begin working on the new Community Strategic Plan. 7. Community Organization Updates 7.1 Downtown Business Improvement Association There were no additional questions or comments based on Cedric’s report. 7.2 Tillsonburg District Chamber of Commerce Suzanne noted that the virtual Awards of Excellence was held on November 19, 2020 and that it was successful. The “Christmas Business After 5” will not be meeting in person but the Chamber is still looking for donations for the local food bank. The Chamber has sent out a survey to its ’ members to ensure they are receiving maximum value and service from the Chamber especially during this pandemic. The Chamber is looking for a new office tenant at 20 Oxford Street. Details were shared on an available $7,500 wage subsidy available for businesses hiring during the pandemic. Interested parties were asked to contact Suzanne for more information. 7.3 Tillsonburg District Real Estate Board 7.3.1 November 2020 Listings & Statistics There were no additional comments. 8. Round Table Deb wished everyone a Happy Holiday and congratulated the winners of the Awards of Excellence. Kirby noted that the ProTrans office on Tillson Avenue will be closing shortly and the office space will be available in January. Jenkins & Gilvesy Law Firm will be moving office locations during the third week of January 2021. 9. Next Meeting January 12, 2021 at 7:30 a.m. 10. Economic Development Strategy Update Draft strategy document reviewed by the subcommittee with comments provided to the consultant. Awaiting revisions . Future Industrial Growth Council approved resolution regarding listing the VIP lands. Next steps prepare RFP and release. High Tech Manufacturing Sub- cluster Action Plan Considering re-launch in Q1 2021 as part of Economic Development Strategy update. Working with Ontario Ministry (MEDJCT) to conduct a local supplier fair on Jan 28. Hydro Subcommittee Hydro Subcommittee to meet with Tillsonburg Hydro and report back. Pandemic Recovery Monitoring and providing business support information as we move into lockdown at the start of 2021. Post -Secondary Education Enhancements Working on supporting increased engagement between high school and local businesses through enhancements to Career Studies courses. Recruited four guest speakers for second quadmester courses. Surveying local businesses to obtain list of businesses that can support future quadmester classes. Town Hall Project In process. Van Norman Innovation Park Preliminary earthworks tender awarded and contractor preliminary earthworks contract well underway . County approvals of final Servicing design obtained with tender anticipated to be released December/January for award thereafter. Rezoning for south lands in process . Electrical grid design completed, but considering underground network for Clearview Drive South frontage. Wayfinding Signage Update Now in process BIA CHAIR’S REPORT TO ECDEV – JANUARY 5 TH, 2021 Page 1 of 3 Report from BIA Chair – ED01 -01 To: Economic Development Advis ory Committee From: Cedric Tomico – BIA Chair Date: January 5th, 2021 Subject: BIA business update ____________________________________________________________ The following status report is provided to the ECDEV Advisory Committee: 1)The OBIAA and Ferrero Canada chocolate promotion: The BIA received 600 boxes of the new Ferrero Golden Gallery chocolates for free distribution in the BIA zone. All 600 boxes were deployed prior to Christmas day. The promotion was well received. Retail value of the chocolates is approximately $18,000. This value - added offer is another benefit of our OBIAA membership. 2)New business update: Sekond Skin cell phone repair is now open on Washington Grand Avenue in the space formerly occupied by Grand Medical. 3)Applications for external funding have been submitted to Ontario Trillium Foundation and the RECONNECT grant programs to assist with business retention initiatives. Further applications in the works including specific program funding to support the approved 2021 BIA budget and business plans: Trees Canada, Rural Economic Development Program and others. 4)The BIA has successfully relocated to 200 Broadway, Unit 45 (street level), in the space between EasyHome and TD Bank. This new location will also be the home to 2 new co-working spaces. This move was effected at minimal cost. This new home will be a catalyst for further professionalization and delivery of BIA member services. The Town Centre Mall is the largest BIA member by both number of businesses and assessed value. This partnership will deliver further value to all BIA members going forward. BIA CHAIR’S REPORT TO ECDEV – JANUARY 5 TH, 2021 Page 2 of 3 5)The BIA has renewed its membership with the OBIAA. 6)The BIA ED continues to participate in twice weekly “best-practices” calls with the OBIAA network. These calls have been instrumental in the sharing of vital programs, information and data so that we can further our ability to meet member needs during the pandemic. 7)R adio ads will commence on the 2 local Rogers Media stations to support our m embers during the current lockdown. These ads will focus on the hospitality sector (take-out, delivery) and also those members who are offering curbside pick- up. 8)The BIA ED will be delivering a ZOOM presentation to the Tillsonburg Rotary Club on Tuesday, January 12th to discuss an ongoing partnership to effect improvements in the BIA zone. 9)The BIA 2021 budget is awaiting final approval from Town Council after subsequent approvals by the Board of Management and BIA membership. 10)The BIA continues to support all planning applications and als o provide feedback from the Board of Management where applicable. 11)The 2021 marketing plans will be adjusted to reflect the realities and uncertainties of the lockdown/pandemic. It is assumed that there will be no Turtlefest event in 2021. 12)Betty’s Marketplace will be relocating from the Verne’s Carpet One building to the former Anchor Shoppe location on south Broadway. This will be an expansion of an existing business. There are many local products offered at Betty’s including “made in Tillsonburg” and “made in Oxford County” items. 13)R inconcito Mexican Grocery store will begin to offer hot take foods and meals. This extension of the business is the result of marketplace demand. 14)The BIA operations team continues to keep the downtown impeccably clean in addition to clearing the new AODA mid-block access points of snow and ice. The anecdotal feedback about our cleanliness initiatives has been universally positive. 15)The Christmas Crawl promotion was extended to r un December 4th-20th. The participation rate was down from previous years given the pandemic impact. The winner of the promotion was Cara Tilson-Parker of Tillsonburg.
