General Business & Reports 6.1 Monthly Projects Update Report Cephas provided an overview of the Monthly Projects Update. Cephas and Suzanne will connect offline regarding potential inclusion of Systemair in post-secondary education enhancements. 6.2 Tillsonburg Hydro Inc. No updates 6.3 Town Hall Task Force Kyle noted that the Committee met last year and the planning worksheet is currently being updated. 6.4 Physician Recruitment & Retention Committee The next meeting is scheduled for February 4. It was noted that $35,000 for physician recruitment was passed in the 2021 budget. 6.5 Community Strategic Plan Boulevard Strategy Group appeared as a delegation to Council last evening to introduce the launch of the strategic plan project. Kyle noted that the next steps include engaging Senior Leadership Team members and Council members through one-on-one interviews. Kyle also noted that there will be opportunities for public engagement upcoming 7. Community Organization Updates 7.1 Downtown Business Improvement Association 7.1.1 BIA Report ED01-01 There were no questions received regarding this report. 7.2 Tillsonburg District Chamber of Commerce Suzanne noted that there will be an economic outlook session held on February 24 at 12:00 p.m. The online food bank drive ended up with $1,460 in donations received. There will be upcoming webinars and mentorship programs in partnership with the other Oxford County Chambers of Commerce and Community Futures Oxford. 7.3 Tillsonburg District Real Estate Board 7.3.1 January 2021 Commercial Listings 7.3.2 December 2020 Statistics Lindsay noted that the year over year average sale price was up by 26% which was well above the national average of sale prices for 2020. It was noted that predictions for 2021 indicate that inventory will remain low and prices will continue to rise. It was suggested that the buyers are coming from various areas including buyers from the GTA, local and from smaller cities. It was suggested that sellers leaving the area be asked as to why they are selling and relocating. Lindsay to look into getting statistics from Hayhoe Homes. It was encouraged that new residents be identified as a group for engagement in the strategic plan. Randy Thornton left the meeting at 8:34 a.m. 8. Round Table Staff will circulate an interesting article from the Cape Breton Post. The Tillsonburg news office is no longer located in Town since the merge of Norfolk and the Tillsonburg newspaper. The virtual ROMA conference will be held on January 25-26, 2021. Mayor Molnar will be present representing Oxford County and will be providing emphasis on local initiatives such as the short line rail. Council approved the 2021 business plan and budget yesterday. There will be a net reduction in the 2021 budget. The water and waste water rates have been reduced for 2021. 9. Next Meeting February 9, 2021 at 7:30 a.m. 10. High Tech Manufacturing Sub- cluster Action Plan Implementation plan and model being updated. Virtual Supplier Fair held in conjunction with an Ontario Ministry (MEDJCT) on Jan 28. Hydro Subcommittee Hydro Subcommittee to meet with Tillsonburg Hydro and report back. Pandemic Recovery Monitoring and providing business support information as we move into lockdown at the start of 2021. Post -Secondary Education Enhancements Working on supporting increased engagement between high school and local businesses through enhancements to Career Studies courses. Recruited four guest speakers for second quadmester courses. Surveyed local businesses to obtain list of businesses that can support future quadmester classes. Town Hall Project In process. Van Norman Innovation Park Preliminary earthworks contract nearing completion with final storm water pond and forebay shaping currently underway. County approvals of final Servicing design obtained with tender anticipated to be released in February for award thereafter. Rezoning for south lands in process. Electrical grid design completed, but considering underground network for Clearview Drive South frontage. Wayfinding Signage Update Now in process AUTO MAYORS DRAFT ACTION PLAN 2021 Themes Competiveness Purpose: To identify actions that the Auto Mayors can undertake collectively and/or within their own communities to improve the competitive business environment for manufacturing in Ontario. Outcome: Sustain existing manufacturing operations and incent new investment. Investment Attraction Purpose: To identify actions that the Auto Mayors can implement to attract new investment in the auto sector, specifically in the EV supply chain. Outcome: Completion of EV supply chain map and a plan for the attraction of manufacturers in the EV supply chain to Ontario. EV Adoption and Infrastructure Purpose: To identify actions and best practices that the Auto Mayors can implement within their own communities that will serve as a catalyst for EV adoption. Outcome: Drive market demand and increase consumer confidence. Areas of Focus in 2021 Taxes Review the MPAC special methodology for plants and related impacts on competitiveness for manufacturing in Ontario. (need to confirm timing of MPAC rule changes and/or next assessment) Next Steps: Form a small working group led by one auto mayor that will engage with owners of large and special purpose properties including those in the automotive sector to:  Gain a better understanding of proposed changes to MPAC assessments that may have negative financial implications for manufacturing  Explore options for addressing municipal industrial tax rates and/or advocate for changes to MPAC assessment rules Supply chain and investment prospecting With the new investment by OEMs in EV manufacturing, there is an opportunity to proactively market Ontario as a location for manufacturers within the supply chain. Next Steps: Form a small working group led by on auto mayor that will engage with stakeholders to:  Map the supply chain for EV manufacturing and identify gaps in Ontario  Review the location of certified sites for large automotive investment identified through the Provincial Job Site Challenge  Identify potential prospects for attracting manufacturers in the EV supply chain to Ontario  Create plan for proactive, targeted attraction initiatives to land new investment in Ontario Electric vehicle adoption and infrastructure Explore ideas for building regulations, incentives, education and infrastructure changes to help increase consumer confidence and EV adoption. Lynn NOTICE: Oxford County Development Charge By-law Review – Public Consultation Site Now Available On September 18, 2020, the Minister of Municipal Affairs and Housing announced that the Provincial Government proclaimed amendments to the Development Charges Act and the Planning Act by Bill 108, the More Homes, More Choice Act, and Bill 197, the COVID-19 Economic Recovery Act. In addition they made a new regulation under the Planning Act and technical changes to regulations under the Planning Act, Development Charges Act and Building Code Act in order to finalize the framework for development charges, community benefits and parkland. In response, municipalities are required to update their Development Charge Background Studies and By-law to ensure they reflect the current legislation and in doing so are required to hold a public meeting to allow members of the public an opportunity to ask questions, provide comments and make representations on the 2021 Development Charges Background Study update. At their regular meeting scheduled for January 27, 2021, County Council will announce the date for the public meeting – proposed to be held February 24, 2021. As part of the public meeting, Watson & Associates will deliver a presentation explaining the proposed changes to the County’s Development Charge Background Study and By- laws. You can have your say on the development charge by-laws by following this link www.oxfordcounty.ca/SpeakUpDC Copies of existing Development Charge By-laws are available through the following link www.oxfordcounty.ca/DevelopmentChargesBylaw To receive updates on this Development Charge update process sign up for eAlerts at oxfordcounty.ca/ealerts Contact Customer Service customerservice@oxfordcounty.ca BIA CHAIR’S REPORT TO ECDEV – February 3, 2021 Page 1 of 4 Report from BIA Chair – ED02-01 To: Economic Development Advisory Committee From: Cedric Tomico – BIA Chair Date: February 3rd, 2021 Subject: BIA business update __________________________________________________________________ The following status report is provided to the ECDEV Advisory Committee : Financial/budget: - The BIA budget was approved by Town Council. - There was an unplanned tax adjustment relating to three years of re -assessment for the Town Centre Mall resulting in a $16,331 shortfall to revenues for FY 2020 - The resulting deficit must be resolved for in the coming 12-month period - The ED has reviewed an d implemented a spending reduction plan supported by a Q1 spending freeze on all discretiona ry items . - ED met with town staff to review the DTBIA assessment roll. There were some errors and omissions which have now been rectified. Retroactive adjustments may favour our financials. Operations: - BIA operations largely consists of cleanliness, ice and AODA ramp maintenance during the winter months (10 hours per week allocated) including garbage patrol, garbage removal and back-alley patrol . - No issues or concern s to report. Membership: - The BIA continues to assess and track the vacancy rates in the downtown BIA zone . Vacancy rates, in spite of the pandemic, are at historically low levels. This report will highlight any changes. - Construction progress: a. Betty’s Consignment: work underway at fixturing their new space in preparation for the move. BIA CHAIR’S REPORT TO ECDEV – February 3, 2021 Page 2 of 4 b. Jenkins & Gilvesy: now operating out of their new facility . c. Betty’s Marketplace: renovations in progress – to be open in their new space targeted for March 1 st. Town Centre Mall update: d. QBUD Cannabis retail outlet: still in progress e. Former Bentley’s unit is being vacated by Walmart when their interior store renovations are completed and we be available for lease. f. Active negotiations are underway with three new businesses. g. LED retrofit lighting project to be completed in 2021. Timing TBD. This will include replacing the exterior globe lights circa 1980. h. Walmart renovations in progress. i. Leasing update: all existing tenants with lease renewals in 2021 have signed new multi -year terms. The BIA is aware that non -chain retail have clauses to terminate agreements in the event of a national retailer wanting space in the mall. This is typ ical for indoor malls. - Business status update: There was one closure in the month of January. Paper Suitcase Photography on south Broadway. Causation was the business impacts of the pandemic. - There have been 3 complaints about lighting in alleys and park ing lots in the DTBIA zone. These have been logged with the Town for action and follow -up. The ED has asked for an on-site meeting with Town staff to find some low -cost solutions. - Rinconcito Mexican Grocery store now features Mexican desserts supplied vi a contract from Special Occasion Cakes. This arrangement again supports economic development within the BIA zone. They will also be implementing take-out hot prepared foods. Community Engagement: - There is tentative agreement between one service club and $4,000 in funding towards BIA capital funding for 2021 . A separate announcement will be forthcoming in the spring. - DTBIA will be reaching out to Tillsonburg Horticultural Society and Tillsonburg Garden Gate to formally join the Beautifications Sub -Committee and to layout the FY 2021 beautification plans including the floral program and street deployment . - DTBIA continues to be supportive and co-operative with all planning applications in and outside of the BIA zone. Governance: - DTBIA by-law, policies and procedures all require updating and an overhaul. The ED has had preliminary meetings with the Town Clerk and OBIAA to ensure a relevant work plan and process are designed with a report to come to the Board of Management for consideration. - All DTBIA policies, procedures and governance documents must be approved by the Council of the Town of Tillsonburg and must be in compliance with both the Ontario Municipal Act and the DTBIA By-law. - The Board still has one vacancy which we are actively trying to rec ruit a new board member. BIA CHAIR’S REPORT TO ECDEV – February 3, 2021 Page 3 of 4 DTBIA new office update: - Pursuant to the BIA office tenancy agreement with Strathallen; two of the vacant offices within the new office have been successfully sublet to 2 new businesses . Both are locally owned start-ups. More details to come. - These sublet spaces reduces the monthly rent to $583.33 per month. - Office signage is on hold and will be installed once approved by the board. Business Plan follow -up: - Town Council did not support the BIA expansion initiative and this is now a closed issue. - The opportunity for minor boundary adjustments still remains and would follow a process under Section 216 of the Municipal Act. This will be discussed at the board level for consideration once the outcome of the pandemic is more certai n. This is likely an action item for 2022 -2023. The ED has already undertaken preliminary work on the 2022 MOU, Budget & Business Plans to address the issues and concerns related to the tax adjustment process and impacts. Advocacy: - DTBIA continues to participate in twice-weekly best -practices calls with OBIAA members - Many BIA’s are reporting multi -year and class-action tax adjustments dating back as far as 2009. This is an issue that requires legislative action at the provincial level. - OBIAA is working with the Federal and Prov incial governments on financial supports for BIA’s since we are not currently eligible entities for any of the existing support programs - Many BIA’s have reduced costs including laying off staff, closing offices and cancelling support programs given the ta x adjustment issues and financial impacts of the pandemic - Many of our DTBIA initiatives have received favourable OBIAA member feedback and are being shared. This is a feather in our DTBIA cap. Events & Marketing : - The EMC is a contract position of 10 hours per week and the lockdown has restricted DTBIA’s ability to plan and execute events . - BIA radio ads for Q1 are on hold as per the spending freeze. - There will be no planning or costs associated with the Turtlefest event as is has been officially cancel led for 2021. - Design mock-ups and signage for the new office are on hold. - DTBIA and local groups came together to gather donations in support of the outbreak at Maple Manor Long Term care home. The BIA EMC delivered gifts to each resident. Due to the generosity of many; there are enough gifts for each resident and for the entire work team.
