General Business & Reports 5.1 Space Needs Study (Administration/Operations) Kyle noted that in the previous Space Needs Study there was not any consideration included for the Operations Departments. Additionally, Carlos indicated that staff are working with a consultant to retrieve a 20 year outlook space needs study for the Operations Departments with incorporation of the Hydro Department and Parks and Recreation Staff. It was discussed that there is inadequate working space for staff at the Community Centre. Some staff members are placed behind bleachers whereas an analysis can be beneficial to determine if there is a better place to locate the employees and be able to better utilize this kind of space to better serve the public. This study will look at options for utilizing the current space at 20 Spruce Street as well as a new facility. Staff wish to have the results back from this study in one month. 5.2 Space Needs Study (10 Lisgar Ave) Ian was able to analyze the smallest footprint possible required for the Hydro Department and this information has been provided to the consultant. 5.3 Draft Employee Survey Members were asked for their feedback on the draft employee survey. It was noted that the intent of this survey is to retrieve information at this point and is not a promise by the Town to change working arrangements. Feedback included: • Reword question #7 to include requirements for greater internet speeds • Rew ord question #21 to include answer choices: insufficient, adequate, or too much space Members were asked to provide any final feedback to Laura by Monday, March 22 at 4:30 p.m. 6. The Committee consisted of members of Council, staff and members of the public. Through this process, Council directed staff to obtain proposals for a Design, Build and Leaseback Option for a new Town Hall. In December 2019, the Committee presented three proposals to Council, however, all of the proposals were well in excess of the benchmark budget provided by Council and the process was terminated. In 2020, the Committee was reinstated with three members of Council, four members of the public and supported by additional staff members . The new Committee has been tasked with providing Council further options for a new Town Hall Space and the Committee would like to update the Space Needs Study that was done in 2016 as part of the original research process . By updating this study, it will help guide the recommendation that the Committee makes to Council regarding a new Town Hall Space. Ultimately, the decision will be Council’s to determine how working arrangements will be established for members of staff in the future. Please submit your responses no later than April 9 at 10:00 a.m. Definitions: In light of the shift in work options made available in response to the pandemic, the Town Hall Steering Committee would like to incorporate potential impacts of employee preferences for working in the new Town Hall Design. As such, we are pr oviding definitions for the various type of flexible work options to help employees understand these options better. “Dedicated Workspace” is a space allocated for your own personal use and would not be shared with anyone else. “Office Work” – This would be reverting back fully to the pre-pandemic working model where employees are expected to show up for work at an office every day. “Remote Work” – This refers to working in a different location other than a municipal facility. This model can also be referred to as a work from home or work from anywhere model. “Hybrid Model” –Employees could work several days a week remotely but also come in to the office for regularly scheduled times or for meetings “Hoteling” Desk Space involves pre-booking and checking in to access a space, much like at an actual hotel. Regardless of the occupancy of desk usage, a person still has to check in via a central booking to access their spot. “Hot D esking” is more free-wheeling. It is based in an unassigned desk concept, but the execution is first-come, first-served. Insufficient access to suitable equipment storage close to vehicle parking. Poor access to work vehicle. Not being in the same building with the Building Department, Water Department, and Public Works as we work closely together. Not enough space for everyone to work comfortably especially as we continue to add additional employees Office space is remote from shop area Needs to be more private. The distance from all metering materials and components not located in my home i dont Room is to small for when you have to upstaff on days, other cad in another room can't communicate with that dispatcher if upstaff on days happens, no break room, can only use training room when not in use. no more desk space, have to share work space with 12 other people (doesn't help with germs even when whipping down). the walls and desks are full - we are starting to outgrow the space Difficult to have confidential discussions with customers Town office cold, old, tired. There is an entrance to the shop that constantly is opened and closed. It can be a nuisance for customers when they are in the office. the lack of space, Can be a distracting area to get work done on busier days
