140306 HBC MINMINUTES Town of Tillsonburg Meeting for the Heritage, Beautification & Cemetery Advisory Committee March 6. 2014 (cD 9:00 a.m. Marwood Lounge, Community Centre Complex CALL TO ORDER: The meeting was called to order at 9:00 a.m. by Robert Marsden. MEMBERS PRESENT: Charles Baldwin, Kelly Batt, Ken Butcher, Paul DeCloe6t, Robert Marsden, Sue Saelens, Marian Smith, Brian Stephenson; Maurice Verhoeve, Janet Wilkinson John Armstrong, Sandra Bray, Judy Biro. DISCLOSURE OF PECUNIARY INTEREST OR THE GENERAL NATURE THEREOF: None declared ADOPTION OF AGENDA: Resolved That the agenda as prepared for this meeting of March 6,2014 be adopted. Moved by Brian Stephenson, seconded by Paul DeCloet. Carried. ADOPTION OF MINUTES: The minutes of February 6, 2014 were adopted with one change. Janet Wilkinson should have been listed under Members Absent. Moved by Charles Baldwin, seconded by Sue Saelens. Carried. 1. Tree By-law: Paul DeCloet and Charles -Baldwin have offered to revierit this document and recommend any changes for updating to the April meeting. 2. Rolph Street Designation Update: In consultation with town clerk Donna, Sue advised that this project not be put on hold. It is a lengthy process for designation. Committee would make the resolution that goes to Council who has final approval. Resolved that Rolph Street Public School be designated as a heritage building considering the many original and unique interior and exterior features preserved over its 100+ years of existence. The following are recommended to be preserved as part of the designation: • Original red brink • Original window openings and sills • Original foundation of the building • Original stonework around the 4 main entrances with a keystone above the doorways and above the windows at each entrance. • Original 5 dormers on the top floor at front • Original chimney work on the roof for the hot water heating system • Original hardwood floors • Original wood trim around windows, along stairways, around door openings and doorways, baseboards. • Original doors • Original staircase features • Original tin ceilings • Original window spaces and sills with original trim around the windows • Original third floor space Moved by Brian Stephenson, seconded by Sue Saelens. Carried. Resolved that the resolution regarding the designation of Rolph Street Public School above be forwarded to Tillsonburg Town Council for consideration. Moved by Paul DeCloet, seconded by Sue Saelens. Carried. 3. Keep Tillsonburg Beautiful update: a meeting to begin planning will be called in March. Paul DeCloet will liaison with BIA and Tillsonburg Horticultural Society as partners in keeping Tillsonburg beautiful. 4, Alabastine Wilkinson Community Trust - an Oxford County foundation. In order to apply, organization must have a charitable registration number (which the Town has). Paul is attempting to contact to get details on how to apply. 5 Scattering Gardens - Kelly and Rick are working on a master plan for the cemetery. Resolved that Council direct cemetery staff to consider implementing a scattering garden within the Cemetery Master Plan. Moved by Paul DeCloet, seconded by Charles Baldwin. Carried The Chair of this committee asked Maurice Verhoeve and Ken Butcher to make recommendations on type of scattering garden that might be appropriate. Copies of information on Bios Urns were given to Kelly Batt and Maurice Verhoeve for consideration as part of the master plan. & Home Hardware tree funding update - Charles contacted Dave Clergy and was advised there will be money available annually. Applications will be in March/April. Charles will continue to monitor this. 7. Calendar update - Janet Wilkinson had a folder full of pictures that will be sorted through to find the right ones for the proposed calendar. NEW BUSINESS: Communities in Bloom -this idea was brought fonirard by Briar, � Stephenson for consideration. Need more information on what is required. OTHER BUSINESS: Maurice Verhoeve inquired about the practice of prepayment for services at the cemetery.
