180108 Transit Pilot Committee MINCommunity Transportation Pilot Program Steering Committee (Tillsonburg) Meeting Notes January 8, 2018 Minutes Taker: Crystal Saunders Time: 10:00 -11 :30am PRESENT: Carolijn Verbakel, Social Planning Council Oxford, John Preston, Community Transportation Coordinator, Geoff Reekie, Executive Director Multi-Service Centre; Welcome: John Verbakel Review and adoption of minutes from previous meeting and business arising: • The minutes of December 11 2017 were reviewed, changes were made and adopted. Ridership and budget report: -John Preston • John reviewed and explained the ridership and budget report to the committee. • Rides have decreased in December, • only having 19 operating days this month due to Christmas and Boxing Day. • We had 59 rides and 39 calls in one day (most in one day). • Work is still the number one reason for taking T:GO and retail rides are second. Demographic • There are more females then males and the percentage of riders has stayed the same. • Seniors make up a large number as well. Financial • Expense vs. Budget -we still remain under budget overall. • Gas is over budget due to the spike in summer, and usage. Salaries are under budget, repairs are down. • Salaries will be going up as per the new minimum wage rates. John will review the vacation requirements and scheduling requirements as part of Bill 148 as they may impact this as well. • Gas Tax funding was approved for $54,007. Information on Ministry of Transportation: Memo calling for grants requests. • Next step is webinar for January 18th • Council chamber is booked for this for other community groups as well. The second hour is for northern communities so we may not need to be present. • Oxford County will not be applying, but encouraged T:GO to apply. Business Plan Presentation to Council • • • • 6:00pm -January 22, 2018. John or Carolijn will be present, along with John P . John made some changes to the plan, ■ recommendations brief and added a summary. Year-to-year comparison from 2016 to 2017Jn Business Plan suggests significant increase ■ Confusion may arise in comparison to annual growth for 2017 at 3% The in-kind linei:in Hie budget will need to be reviewed going forward... . • Will Community Living and MSC still want to provide inskind. to T:GO if it is privately or municipally operated? Page 1of2 RFP • We will need to stick with the flex route systems until the data is obtained to figure out where permanent stops can be located. • Council will want to see that this is not a taxi system • John will send out the updated business plan draft to the committee members for a final review before the meeting next week. • John will meet with David and review the RFP and get a template from him to make sure that ii is following what the town will need to do. 22 Preparation for Council Meeting • Council will be looking at what this will cost the town, and how do they present ii to the citizens of Tillsonburg. • Focus should be on the value of the investment for the town and the tax payers. • highlight that they will be able to get the gas tax,and that we have the united way funding. • Will we need to ask that T:GO be an annual budget item.
