Call to Order The meeting was called to order at 7:31 a.m. Jesse Goossens entered the meeting at 7:31 a.m. 2. Adoption of Agenda Resolution #1 Moved by: Andrew Burns Seconded by: Samantha Hamilton THAT the Agenda as prepared for the Boundary Adjustment Advisory Committee meeting of February 15, 2022, be adopted. Minutes of the Previous Meeting Resolution #2 Moved by: Mayor Stephen Molnar Seconded by: Andrew Burns THAT the Minutes as prepared for the Boundary Adjustment Advisory Committee meeting on January 18, 2022, be adopted. CARRIED 4. Disclosures of Pecuniary Interest and the General Nature Thereof There were no disclosures of pecuniary interest declared. 5. Presentations Eric Gilbert joined the Boundary Adjustment Advisory Committee to present on item 6.1 6. General Business and Reports 6.1. Tillsonburg Residential Land Supply – updated memo, Mapping ad Density Information Eric Gilbert joined the Committee meeting to discuss residential land supply. It was noted that the methodology to create the spreadsheet is different from that of the Hemson report. The tools used to demand statistics was questioned. It was noted that even if the demand doubled, you would still have a 20 year supply of land according to the report. It was discussed that retaining Hemson or a similar consultant to update the residential demand analysis shouldn’t require too much work. Planning staff do not recommend proceeding in advance of the County’s 2023 update. Town Staff indicated that there are funds for this work if needed. The CAO mentioned that more data should be obtained before this step is approached, however staff and the Committee should look at what land surrounding Tillsonburg they would be interested in acquiring. It was questioned if there is duplication in land which would affect the amount available. This should be checked. Page 3 of 3 Cephas Panschow is to work with Eric Gilbert to look at particular real Estate. It was decided that staff and the Boundary Adjustment Advisory Committee is to come up with one or two final options and they will peer reviewed by the county and the Boundary Adjustment Advisory Committee will welcome their critiques. Constraint mapping will be needed. 6.1.1 Planning Recommendation re updated Hemson Population Report 6.2 Census 2021 Initial Release – Tillsonburg Population and Growth Update Tillsonburg population has grown by 17.3% since 2016. Total number growth is slightly below the entire county of Norfolk. It was discussed that this could lead to new retail opportunities. 7. Round Table No round table discussion 8.
