CALL TO ORDER
The meeting was called to order at 3:05 P.M..
ADOPTION OF AGENDA
Resolution:
Moved by: Councillor Rosehart
Seconded by: Councillor Getty AND RESOLVED THAT the Agenda as prepared for the Open
Session of the Council Meeting of April 26, 2011 at 3:00 p.m. be adopted.

FINANCE
1. 2012-2016 Asset Management Plans Q
Presented By: All Directors
The CAO recommended that we change what we have done in the past - staff and Council focus
during the 2012 budget process on a solid 5 year capital plan first and then Council consider the
operations after that. Council concurred.
Need to plan what the Town wants to look like down the road prior to looking at asset
management plans and budgets.
Capital Plan to come back in late August or early September.

Seconded by: Councillor Rosehart AND RESOLVED THAT Council receive the 2012-2016 asset
management plans as information.

2. FI 2011-013 2011 Asset Management Plans
Presented By: Directors
The Director of Finance went over the Asset Management Plans.
Fire Services - Pagers and Portable Radios - this item will come back to council when the issues
with the fire dispatch agreements are complete.
A report will be coming back to council regarding this item.
Roads - An itemized list of paving projects to come back to council prior to approval.
Recreation Master Plan request for funds for specific activities will come back to council for
approval.
Memorial Arena Roof - structural review was discussed - needs to be done as required by the
Province to determine stability of the structure. This will go out to tender.
Development Charges Act - can make public notification that council would like to make
application to apply a special DC rate for a specific project.
Council would like to see a plan come forward prior to next years budget to see how we will
manage our finances - debt, reserves, borrowing.
To look at debenturing current debt over a 15 year term - discussions took place to look at short
term funding for part of it and then long term debenture the rest so that we can put aside some
funds in reserves over the next few years.
The Town has a major asset in Tillsonburg Hydro Inc. - to have a discussion as to whether we
should hold onto this asset
To let the new directors of THI understand the asset prior to having such a discussion.
Finance recommended that the current plan is in the best interest of the Town - interest rates low
for 15 year term,
Consensus of Council was a 15 year term.

Seconded by:: Councillor Klein AND RESOLVED THAT report FI 2011-013 2011 Asset
Management Plan be received as information;
AND FURTHER RESOLVED THAT the 2011 Asset Management Plan be adopted in the amount
of $2,204,430.
