Adoption of Minutes No. 1 Moved by Councillor Horton Seconded by Councillor Rosehart AND RESOLVED THAT the Minutes of Council, as amended, under dates of August 11th and 26th, 1997 be adopted as printed and circulated. Also in attendance were a representative of Cornerstone Architecture Inc. and Mr. Marty Graff, Tillsonburg District Association of Community Living, in support of the recommendation as contained in the Report from the County of Oxford. No. 3 Moved by Councillor Beres Seconded by Councillor Horton AND RESOLVED THAT Council support the recommendation as contained in County of Oxford Planning Report #97-145 with respect to Application for Site Plan Approval of Cornerstone Architecture Incorporated. Application for Zone Change - Mike Bossy Mr. Jim Hill, Planner, County of Oxford, Planning and Development Department, presented Report #97-146 from the County of Oxford Planning and Development Department. Mr. Mike Bossy, applicant, was also in attendance in support of the recommendation contained in the Report. "Carried" 3. Presentation by Mr. Jim Hill, Planner, Countv of Oxford RE: Township of Norfolk Official Plan Mr. . Jim Hill presented to Town Council an overview of the Township of Norfolk Official Plan and how it is related to the proposed expansion and development of lands at the I Norfolk Mall. oum, F. G. AWNW, No. 5 Moved by Councillor Horton Seconded by Councillor Rosehart AND RESOLVED THAT this Council advise the Township of Norfolk of its objection with respect to the policies relating to the Norfolk Mall for reasons detailed in County of Oxford Planning Report 97-159. Specifically, the Town is of the opinion that a site specific amendment to the Official Plan of the Regional Municipality of Haldimand- Norfolk is required. In addition, the 1985 Boundary. Agreement between the Region of Haldimand-Norfolk, County of Oxford, Town of Tillsonburg and the Township of Norfolk is still valid and operative and as such, the interpretation of the Agreement needs to be first resolved under the mediation and arbitration provisions of the 1985 Agreement as relates to any expansion of the Norfolk Mall, or any additional periphery expansion on the Norfolk Mall properties.
