990412 Regular Council Meeting MinutesAPRIL 12'H, 1999 MINUTES of the meeting of the Municipal Council of the Town of Tillsonburg held Monday, April 12d', 1999 at 9:00 A.M. in the Council Chambers, Municipal Offices, Tillsonburg, Ontario. PRESENT: Mayor C. McKnight, Deputy Mayor I. Horton, Councillors: D. Beres, B. Carroll, S. Lamb, G. Leachman, S. Molnar, C. Rosehart and R. Smith ORDER OF BUSINESS: A. Adoption of Minutes — March 22nd, 1999 No. 1 Moved by Councillor Horton Seconded by Councillor Rosehart AND RESOLVED THAT the Minutes of Council under date of March 22nd, 1999 be adopted as printed and circulated. "Carried" mm% B. Adoption of Agenda No. 2 Moved by Deputy Mayor Horton Seconded by Councillor Rosehart AND RESOLVED THAT the Agenda as prepared for Council Meeting of April 12`h, 1999 be adopted. Declarations — Municipal Conflict of Interest Act Councillor Rosehart declared a Pecuniary Interest with respect to Item GA - Tillsonburg Agricultural Society regarding a Nevada Lottery. 2. Mayor Cam McKnight declared a Pecuniary Interest with respect to Item F.3 — Oxford County regarding posting of signs for public notice requirements. D. Committee of Adiustment 1. A-07199 — Larry & Louise Bond Mike Barrett, Intermediate Planner, presented a memorandum dated April 12th, 1999 from the County of Oxford Public Health and Planning Department. Mr. Lyle Ball, on behalf of Larry and Louise Bond, was in attendance in support of the applied for Minor Variance. There were no other persons present interested in the applied for Minor Variance. No. 3 Moved by Councillor Lamb Seconded by Councillor Molnar AND RESOLVED THAT the Committee of Adjustment approve the applied for Minor Variance under File A-07199 for a property at 35 Hillyndale Road by Larry and Louise Bond, as amended to include a further variance to Section 5.25.3.2 to Zoning By -Law 1994, as amended, to allow a further encroachment of 6.3 feet for a deck into the required rear yard. Overview of Proposed Police Restructuring i) Ms. Shelagh Morris, Ministry of the Solicitor General, presented to Town Council a report on the restructuring of Police Services in Ontario under The Police Services Act. ii) Mr. David Morris, Clerk -Administrator, and Mr. John Arts, Treasurer, presented to Town Council a cost saving comparison between the Tillsonburg Police Services Department and the Ontario Provincial Police. iii) Acting Chief of Police Chris Coles presented a comparative operational analysis between the Tillsonburg Police Services and the Ontario Provincial Police. 2. Pat Carroll, Kinsmen Club RE: Proposed Rowing Club Addition — Summer Place Mr. Pat Carroll, on behalf of the Kinsmen Club of Tillsonburg, presented to Town Council a proposed expansion to Summer Place to accommodate the Tillsonburg Rowing Club. No. 4 Moved by Councillor Horton Seconded by Councillor Rosehart AND RESOLVED THAT Town Council waive the fee for a building permit for reconstruction of Summer Place to accommodate the Tillsonburg Rowing Club. "Carried" No. 22 Moved by Councillor Carroll Seconded by Councillor Smith AND RESOLVED THAT Sanders Street, Ross Street and the north end of Hardy Street beyond the Community Centre Complex be closed from Friday, May 14`h, 1999 at 12:00 noon until Sunday, May 16`x', 1999 at 6:00 P.M. to coincide with the Tillsonburg Tri -County Agricultural Society's 1999 Sausage Fest Celebrations. "Carried" Room No. 26 Moved by Councillor Horton Seconded by Councillor Rosehart AND RESOLVED THAT Town Council direct that the sale of the lands at Hardy Avenue and Saunders Street be re -tendered once the encroachment issue has been resolved with the property owner to the west of the subject lands. "Carried" No. 27 Moved by Councillor Smith Seconded by Councillor Carroll AND RESOLVED THAT Town Council nominate Bill Mates for the 1999 Community Action Award from the Ministry of Citizenship, Culture and Recreation. "Carried" No. 28 Moved by Councillor Rosehart Seconded by Councilor Lamb AND RESOLVED THAT Town Council appoint Councillor Brenda Carroll to replace Councillor Chris Rosehart as a member of the Board of Management of the Otter Valley Utility Corridor and Recreation Trail Committee. "Carried" No. 29 Moved by Councillor Lamb Seconded by Councillor Smith AND RESOLVED THAT Town Council p" ` approve the Board of Management of the Otter Valley Utility Corridor and Recreation Trail Committee to allow alternate Council Members to attend meeting of the Board with voting privileges; AND FURTHER THAT those persons must be elected representatives from the respective Councils of the municipalities.
