000425 Regular Council Meeting MinutesAPRIL 25'H, 2000 MINUTES of the meeting of the Municipal Council of the Town of Tillsonburg held Tuesday, April 25th, 2000 at 7:00 P.M. in the Council Chambers, Tillsonburg, Ontario. PRESENT: Mayor C. McKnight, Deputy Mayor I. Horton, Councillors: D. Beres, B. Carroll, S. Lamb. G. Leachman, S. Molnar and C. Rosehart ORDER OF BUSINESS: A. Closed Session No. 1 Moved by Deputy Mayor Horton Seconded by Councillor Rosehart AND RESOLVED THAT Council move into Executive — Closed Session. "Carried" B. Adoption of Minutes — April 10th, 2000 A100°1 No. 2 Moved by Deputy Mayor Horton Seconded by Councillor Rosehart AND RESOLVED THAT the Minutes of Council under date of April 10th, 2000 be adopted as printed and circulated. "Carried" C. Adoption of Agenda No. 3 Moved by Deputy Mayor Horton Seconded by Councillor Rosehart AND RESOLVED THAT the Agenda as prepared for Council Meeting of April 25th, 2000 be adopted. Godelie i) Comments from County Planner The CAO, in the absence of Mr. Mike Barrett, County Planner, reviewed the application, as well as the Planning Comments. The applicant was present. No persons appeared in opposition to the application. Discussion was held with respect to the setback. No. 6 Moved by Councillor Rosehart Seconded by Councillor Horton AND RESOLVED THAT the Tillsonburg Committee of Adjustment approve application A- 03/00 for 14 Camdon Court, subject to the following condition: 1) That a building permit for the addition be issued within (1) year of the date of the Committee's decision or the approval will lapse. A-04/00 — Douglas & Bonita McGlynn i) Comments from County Planner The CAO, in the absence of Mr. Mike Barrett, County Planner, reviewed the application, as well as the Planning Comments. The applicant was present and gave reasoning for the application. No persons appeared in opposition to the application. No. 7 Moved by Councillor Beres Seconded by Councillor Molnar AND RESOLVED THAT the Tillsonburg Committee of Adjustment approve application A- 04/00 for 119 & 121 Rolph Street, subject to the following condition: 1) That a building permit for the detached garage be issued within (1) year of the date of the Committee's decision or the approval will lapse. /001h\ "Carried" 2 n 3. A-05/00 — Robert Guillemette i) Comments from County Planner The CAO, in the absence of Mr. Mike Barrett, County Planner, reviewed the application, as well as the Planning Comments. Mr. Guillemette, applicant, was present. He advised that currently only 22 of the 69 parking spaces were being used and the building is fully occupied. Therefore he cannot justify the purchase of more property for parking purposes. Mr. Guillemette supplied counts from various times throughout the day. Councillor Carroll indicated that she had a little difficulty with reducing the number of parking spaces as, over time, tenants will change and perhaps the parking spaces will be needed. The CAO advised that in a smaller building 1.75 usually generates a surplus of parking spaces. In the past, we have scaled down much lower. It was suggested that the loss of these parking spaces may have more of an impact on the second phase. Mr. Chalk, owner of property to the east, was present. He advised that he did not necessary object to the application, but had concerns with respect to the zoning. It was noted that there is currently a re -zoning application on the table. Mr. Barrett had indicated that there may be problems getting it zoned back to what it was. The CAO commented that any re -zoning will have to take into account the current Official Plan. Also, with respect to the site plan, the drainage will be considered. Mayor McKnight commented that the planning comments were the same as with the previous application. Discussion was held with respect to zoning issues. 3 eob\ The Deputy Mayor commented that there were too many unanswered questions and, as the decision could effect Mr. Chalk, he would like a little longer to sort this issue out. No. 8 Moved by Deputy Mayor Horton Seconded by Councillor Carroll AND RESOLVED THAT the Tillsonburg Committee of Adjustment defer application A-05/00 for 70 Queen Street (north half of Lot 441, Plan 500), subject to the following condition: 1) That an amendment to the existing site plan on the property be approved by the Town of Tillsonburg by deleting the parking area on the abutting property to the east and introducing curbing and fencing along the property line to separate the two properties. This site plan amendment shall be approved within one (1) year of the date of the Committee's decision or the Committee's decision will lapse. "Carried" H. Public Hearings rA' I. Reports 1. "Deferred" (pending more information) No. 5 Moved by Councillor Carroll Seconded by Councillor Leachman AND RESOLVED THAT the Town of Tillsonburg advise the Long Point Region Conservation Authority that the proposed restructuring of the Board should be put on hold until such time as the restructuring of Oxford County is completed; AND FURTHER THAT the Town of Tillsonburg's letter to the Authority also be sent to all Area Municipalities within the Authority watershed.
