010108 Regular Council Meeting MinutesJANUARY 8TH, 2001 MINUTES of the meeting of the Municipal Council of the Town of Tillsonburg held Monday, January 8`h, 2001 at 8:00 P.M. in the Council Chambers, Tillsonburg, Ontario. PRESENT: Mayor I. Horton, Councillors: D. Beres, F. Lewis, S. Molnar, and R. Smith ORDER OF BUSINESS: A. Closed Session No. 1 Moved by Councillor Molnar Seconded by Councillor Beres AND RESOLVED THAT Council move into Executive — Closed Session. "Carried" B. Adoption of Minutes — December 11 `h, 2000 No. 2 Moved by Councillor Beres Seconded by Councillor Molnar AND RESOLVED THAT the Minutes of Council under date of December 11 th, 2000 be adopted as printed and circulated. "Carried" C. Adoption of Agenda No. 3 Moved by Councillor Molnar Seconded by Councillor Beres AND RESOLVED THAT the Agenda as prepared for the Council Meeting of January 8`h, 2000 be adopted. "Carried" D. Declarations — Municipal Conflict of Interest Act None E. Presentations r /0*6� F. Aupointments/Delentions 1. Mr. Dave Oliphant Mr. Oliphant, Mayor of East-Zorra Tavistock, was present to introduce himself as the Warden for the term 2001-2003 for the County of Oxford. 2. Linda Albright RE: Up -Date — Participate Project Mayor Horton pointed out that this item is for `information' purposes this evening, not for `decision' making. Mr. Cam McKnight was present, as a spokesperson for the group, and as Chairman of the Fundraising Committee, and introduced others from Participate. Mr. Scott Bolton presented a power -point slide presentation. Mr. Tim McCoy and Mr. Rick Waters also presented on behalf of Participate. Mrs. Betty Sergeant was present and expressed concerns with respect to loqb� possible costs to taxpayers down the road. She asked that careful note be made of the decisions by this Council, so that succeeding Councils have all the information. Mr. Sandra Jackson was spoke in favour of the project, however expressed concerns with respect to the reporting. It was noted that a public meeting is scheduled for February eh, 2001. As well, meetings will be held with the Otter Valley and Station Arts Centre. Mayor Horton also noted that more information meetings will be scheduled if necessary. 3. Jay Taylor and Joby Springer, Tillsonburg Skateboarders Association RE: Up -Date Mr. Jay Taylor of the Skateboarders Association was present The Skateboarders Association will be dealing with the Recreation Advisory Board from this time on, which will report to Town Council. Mr. Taylor added that he is hoping for the establishment of a safe facility for the skateboarders. G. Committee of Adiustment H. Public Hearings I. Reports J. Communications 1. Resolutions No. 4 Moved by Councillor Lewis Seconded by Councillor Smith AND RESOLVED THAT Tillsonburg Minor Soccer be granted permission to conduct a Nevada Lottery from the premises known as Kari's Cafe, 594 Broadway, Tillsonburg. No. 5 Moved by Councillor Beres Seconded by Councillor Molnar AND RESOLVED THAT the Council of the Town of Tillsonburg formally support its position by writing to Minister Ernie Hardeman, Oxford County Council, Brant County Council, and the LPRCA Board advising that, if it is the desire of the LPRCA Board to effectively give Brant County, a single -tier municipality like the new Haldimand and Norfolk, its own independent representative, then it is Tillsonburg Town Council's belief that this same authority must be extending to all individual municipalities — both single tier and lower tier - in the LPRCA watershed. "Carried" No. 6 Moved by Councillor Molnar Seconded by Councillor Beres AND RESOLVED THAT the Council of the Town of Tillsonburg authorize the Girl Guides of Canada, South Tillsonburg District, to fly the new official Girl Guides of Canada Canadian Flag in front of the Town Centre Mall for the period February 18" to 24', 2001, in recognition of Guide/Scout Week.
