Mayor Horton indicated that he would participate in the National Day of Mourning ceremony at the Clock Tower April 28th, 2003. COMMUNITY SERVICES > 5. Tender Results T2003-012 Annandale Baseball Diamond Subdrain Installation D Presented By: Director of Operations Resolution No. 8 Moved by Councillor Smith Seconded by Councillor Lewis AND RESOLVED THAT the staff report from the Director of Operations dated April 8, 2003 be received; AND FURTHER THAT Tender T2003-012 - Annandale Baseball Diamond - Subdrain Installation be awarded to George Burnett Ltd. at a cost of $22,338.05. "Carried" 10. Dairy Queen Request for Sign Variance D Further to the request from Dairy Queen of Tillsonburg, the report of the Chief Building Official was considered. Also for reference purposes, staff reports prepared prior to the passing of the Town's current Sign By -Law were provided... n 91 010807 sign by-law amend.d. 010621 sign by-law amend.doc Ms. Cindy Bratt, co-owner of Dairy Queen of Tillsonburg, appeared before Council in support of Dairy Queen's request for signage. Mr. Richard Epple also appeared before Council, requesting that Council give favourable consideration to this request. The current by-law was reviewed, discussion was held, and suggestions made. Councillor Smith suggested the owner of the plaza, being Mr. Epple, install permanent ,meq signage, that the tenants would be able to utilize for advertising. Page 5 MINUTES: Meeting for the Committee "Open Council" No motion was introduced, and the item was 'tabled' until the next regular Council 'A"N Meeting, being April 28th, 2003. The areas to be investigated prior to this item being considered again, and included in a supplementary report to Council, include: • parking space count -- utilization of parking spots and status quo on entire property • definition of term 'business', as it's utilized in the sign by-law -- is the interpretation of business one piece of property, or individual units within the plaza • interpretation of the sign by-law It was noted that each business is signed individually, right at the location, and it was suggested that a photo be taken illustrating that, and that it be included in the supplementary report. A supplementary report to be available for Council's consideration on April 28th. Mayor Horton noted that the sign could be left in place until Council has an opportunity to review the addition information and supplementary report on April 28th. CORPORATE SERVICES 11. Elgin -Middlesex Biker's Rights organization - Request for Permission to Include Tillsonburg in Route D Note ... The Organization is also requesting Police Escort.
