Presentation of Volunteer Recognition Award - Dianne Clark (8:15 p.m.) Mayor Molnar presented Dianne Clark with the Volunteer Recognition Award. PUBLIC MEETINGS DELEGATIONS 3. Restorative Justice] • Rory Offen presented to Council the concept of restorative justice and holding young offenders accountable for their actions. Transfer Station Large Item Cost Review D Presented By: Director of Operations Resolution No. 4 Moved by Councillor Lewis Seconded by Councillor Stephenson AND RESOLVED THAT the staff report from the Director of Operations dated January 17, 2005 be received; AND FURTHER THAT Council approve the payment in lieu by the County of Oxford for a 1 event large item curbside collection. County of Oxford Up -Date Ej Presented By: Mayor Molnar RESOLUTIONS No. 5 Moved by Councillor Renaud Seconded by Councillor Patenaude AND RESOLVED THAT Council reiterates its position requesting road widening of Simcoe Street and is in agreement with the engineering study being conducted by the end of the second quarter 2005 for this widening, with construction to take place in 2006. "Carried" BY-LAWS ITEMS OF PUBLIC INTEREST CLOSED MEETING SESSION CONTINUED No. 6 Moved by Councillor Renaud Seconded by Councillor Patenaude AND RESOLVED THAT, in accordance with the Town of Tillsonburg Procedural By -Law 2978, the curfew of 10:30 p.m. be extended for the Council Meeting of January 24, 2005. "Carried" No. 7 Moved by Deputy Mayor Smith Seconded by Councillor Lamb AND RESOLVED THAT Town Council move into Executive Closed Session. "Carried" Council moved back into Open Session and passed the following resolution. No. 8 Moved by Councillor Patenaude Seconded by Councillor Renaud AND RESOLVED THAT Council adopt the recommendation of the Building Committee, as detailed in the Building Committee Minutes of January 17, 2005, to accept the architect's most recent drawing with regards to a non -continuous hand rail to be installed between the rows of seating in Memorial Arena.
