ADOPTION OF AGENDA No. 1 Moved by Councillor Stephenson Seconded by Councillor Rosehart AND RESOLVED THAT the Agenda as prepared for the Special Council Meeting of January 23, 2009 be adopted. "Carried" PRESENTATIONS PUBLIC MEETINGS DELEGATIONS 1.2009 Budget - TYAC Delegation a Presented By: Abbie Boesterd Ms. Abbie Boesterd, Tillsonburg Youth Advisory Committee (TYAC), appeared before Council regarding TYAC grants, requesting an increase in the budget to $15,000. She noted that, due to economic downturn, there will be more need for youth services. Types of projects that were supported - Upper Deck, Big Brothers/Big Sisters, Girls Conference, Lunch program. Sue Sandham recognized that the Lunch Program is keeping students in school, keeping them active. There are finding 75 - 80% participation. The Girls conference showed grade 10 students potential career paths; the Safe Council helps victims of sexual abuse; the Salvation Army helps unwed mothers and teaches them such things as how to cook and budget Resolution > No. 2 Moved by Councillor Stephenson Seconded by Councillor Rosehart AND RESOLVED THAT the presentation from the Tillsonburg Youth Advisory Committee be received. "Carried" DIRECTION: Mayor Molnar requested the Director of Finance review the last two or three years of Council attendance at Conferences/Training, and the associated costs, and prepare a summary. 4.2009 Budget - Asset Management Information Q Resolution > No. 4 Moved by Councillor Stephenson Seconded by Councillor Rosehart AND RESOLVED THAT Senior Management prepare a _ prioritized list of capital infrastructure projects that could be introduced for action in 2009, subject to available funding formulas being introduced by potential financing partners. "Carried" 6.2009 Budget - Participate Operating Grant Request a Presented By: Director of Finance Resolution > No. 6 Moved by Councillor Lewis Seconded by Councillor Stephenson AND RESOLVED THAT the Town of Tillsonburg support the Participate initiative and grant them a one-time $5,000 and that it be funded from Reserves. "Carried" 10� > 7.2009 Budget - Information - Part time OPP CSR hour request Presented By: Director of Finance Resolution > No. 7 Moved by Councillor Lewis Seconded by Deputy Mayor Renaud AND RESOLVED THAT the information provided by the Director of Finance regarding Part-time OPP CSR Hours request be received as information. "Carried" 8.2009 Business Plans (up -dated January 8. 2009) 9 E 9.2009 Budget (Up -Dated January 15, 2009) Discussion took place regarding potential fund-raising. No. 8 Moved by Councillor Stephenson Seconded by Councillor Rosehart AND RESOLVED THAT fund-raising not be part of submitted budgets. "Defeated" Page 4 'A� MINUTES: Meeting for the Committee "Open Council" Discussion continued regarding the 2009 Budget and the following resolution was introduced, but later withdrawn. No. 9 Moved by Deputy Mayor Renaud Seconded by Councillor Beres AND RESOLVED THAT the requirement from taxation for the 2009 Budget be $10,857, 377 which results in a zero percent increase in taxation vs 2008, and that Reserves be used to effect this. "Withdrawn" Opportunity was given for comments/questions.
