Call to order The meeting was called to order at 5:30pm 2. Adoption of Agenda Resolution #1 Moved by: Ken Patterson Seconded by: Terry Smith THAT the Agenda as prepared for the Memorial Park Revitalization Advisory committee meeting of April 20, 2022, be adopted. General Business & Reports 6.1. Master Plan Report card review – 1. Chris Baird provided update that an experienced contractor has been awarded the tender for splash pad, has been onsite for two weeks and the project is on track to be operational for beginning of June. Thanks to councillor Rosehart for supporting purchasing the spray features ahead of awarding the project. There was one large tree in the area which was structurally unsafe that was removed. One other tree has been replanted in Memorial Park near hardball diamonds. Staff will be maintaining the splash area in terms of leaves during the season. 2. A local paving company Empire Paving paved a part of the pathway near tennis courts at no cost last year. There was also a section paved around Optimist diamond. Rotary club continues to fundraise for paving to connect in that area. Rotary will be clearing some brush, scheduled for May. 3. Empire also offered to pave the entrance and path into Coronation Park, once the construction at the water treatment plant is finished. Councillor Rosehart noted that she would like to see parks left in their more natural state rather than paving all the pathways. This committee may suggest a strategy which then could be presented to council in terms of parks pathways and their development. 4. The ICIP project is being scaled down a little due to council feedback as well as budgetary restrictions. There will be a presentation to council in May with final drawings, the start of construction is proposed for this fall. 5. Wayfinding signage has already started, within town limits, the second phase includes specific wayfinding signs within Memorial Park and the Community Page 3 of 5 Centre loop. A final phase will address signage in and upon the community centre. Joan would like to have a sign with “Fairgrounds” as there is nothing anywhere in town referring to them. Many people still want to know how to get to the fairgrounds, not realizing that the Memorial Park is part of the grounds. The committee members noted that the new signage is much more visible and aesthetically pleasing. Also proposed a map or maps of town with all the notable locations. Added to projects 2022 and beyond. 6. The dog park entrance area will be enhanced with concrete to prevent mud and there will also be a 10x10 gazebo/shelter installed this summer. 7. Updating of the Master Plan Map is also planned. Proposed for 2022 and beyond: 1. It might be worthwhile to reach out to community groups and clubs to see if they are interested/planning on contributing to any of the projects. 2. The shoreline erosion and footing repairs to the bridge are a priority and the committee can recommend the urgency to council as a 2023/24 Capital Budget request. It was noted by Jane Ann that the safety of the bridge is a liability and should be recognized as such by staff and council. 3. The regrading of the horse track is on-going as appropriate materials are identified, as suitable materials become available. 4. The Rotary paving extension was originally intended after the parking lot was paved in 2023/24, but it may happen at the same time in the next couple of years. There are still trees in the nursery near the tennis courts which will be planted this spring. 5. Delevan Crescent /Hawkins Bridge Gateway landscaping – a draft plan has already been developed and will be provided to the committee with the minutes of the meeting. 6. Memorial stones along the lake will tie into a new memorial tree and bench program later this summer. There will be a new contract Forestry Technician starting in the next couple of weeks and part of the tree program includes making inventory of all trees and park assets including memorial stones. Page 4 of 5 7. The committee would like to see signage and map at the park locat ion. For review at the next meeting, the committee is looking at focusing on tree planting and beautification throughout the park, memorial stones along the lake and signage and map with notable points at the park as the future projects. 6.2. Memorial Tree and Bench program review – a new memorial forest plan might be developed including recognition of these trees currently with stones. Members support centralizing the memorialization, Jane Ann suggested several locations be utilized which already have these trees in. Mel would like to see starting to funnel these ideas into a working plan but also not implanting new stones without having a plan. Parks, Beautification & Cemeteries committee has also been shared with, other committees will also be asked for endorsement of the plan once staff prepares an outline. Jane Ann would like to have a joint meeting with committees who have interest or stake in this program. Chris stated that the staff will prepare a plan over the summer and approach committee and others for review and perhaps a joint meeting, with final deputation to council to endorse a comprehensive plan. 6.3. Staff update – Chris noted that his last day with the town will be May 27 th, he will be retiring. He expressed that it was a privilege and joy in working for Tillsonburg. 6.4. Participark – Councillor Rosehart wanted to share that the Story Walk at Participark is being damaged and questioned whether the location is suitable for such. 7. Next Meeting: June 15, 2022 8.
