220517 Boundary MINSPage 1 of 3 The Corporation of the Town of Tillsonburg Boundary Adjustment Committee Meeting May 17, 2022 7:30 a.m. Council Chambers MINUTES Present: Dave Beres (Chair), Samantha Hamilton, Jesse Goossens, Cedric Tomico, Andrew Burns, Mayor Stephen Molnar, Eric Gilbert, Paul Michiels Also Present: Cephas Panschow, Development Commissioner Kennedy Atkinson, Acting Executive Assistant Kyle Pratt, Chief Administrative Officer 1. Call to Order The Chair called this meeting to order at 7:32 a.m. 2. Adoption of Agenda Resolution #1 Moved by: Samantha Hamilton Seconded by: Cedric Tomico THAT the Agenda as prepared for the Boundary Adjustment Committee meeting of May 17, 2022, be adopted. CARRIED 3. Minutes of the Previous Meeting Resolution #2 Moved by: Andrew Burns Seconded by: Jesse Goossens THAT the minutes prepared for the Boundary Adjustment Committee meeting of April 19, 2022 be adopted. CARRIED 4. Disclosures of Pecuniary Interest and the General Nature Thereof Page 2 of 3 No Disclosures of Pecuniary interest and the general nature thereof 5.General Business and Reports 5.1 Oxford County Planning Memo The Boundary Adjustment Committee was joined by Paul Michiels and Eric Gilbert to discuss the estimated remaining residential land supply and the timeline in which this land will remain undeveloped. 5.2 Tillsonburg Land Inventory Based on updated development applications to the end of 2021, planning is estimating that the remaining land inventory is approximately 25 years. However, this is not taken into account the higher levels of growth being experienced in recent years. From an industrial perspective there does appear to be a need for additional industrial land within the planning horizon and this does not take into account current applications for which building permits have not been issued. 5.3 Tillsonburg Boundary Lands Oxford County planning provided an overview of the constraints for potential lands including environmental and agricultural. 5.4 Boundary Service Review The Engineering Department prepared a study to assess the current infrastructure at the limits of the Town of Tillsonburg boundary along with an assessment of infrastructure at the Town limits. Resolution #3 Moved by: Jesse Goossens Seconded by: Cedric Tomico THAT the Boundary Adjustment Committee request that Council retain a consultant to review the existing 2020 Population, Household and Employment Forecasts and Employment Lands Study versus current growth/development applications and provide the information to Town Council and County for consideration in the 2023 county population household, employment lands forecast. AND THAT the consultant also be retained to support the town of Tillsonburg in their review of the future Population, Household and Employment Forecasts and Employment Lands Study. CARRIED Page 3 of 3 Following, the Boundary Adjustment Committee is looking for Council to provide proper guidance in regards to working with the consultant for where Tillsonburg should expand. 6.Round Table The Boundary Adjustment Committee is to do a presentation to Council and will need to put a delegation request for the June 16th Council meeting. Cedric Tomico is to represent the Committee. The Boundary Adjustment Committee is requesting to move the next Committee meeting to June 7th at 7:30 a.m. Jesse Goossens left the meeting at 9:46 a.m. 7. Next Meeting June 7, 2022 8.
