Call to Order The meeting was called to order at 9:02 a.m. Page 2 of 6 2. Adoption of Agenda Resolution #1 Moved by: Councillor Bob Parsons Seconded by: Larry Scanlan (Vice- Chair) THAT the Agenda as prepared for the Traffic Advisory Committee meeting of May 25, 2023, be approved. 3. Minutes of the Previous Meeting Resolution #2 Moved by: Councillor Bob Parsons Seconded by: Councillor Chris Rosehart THAT the Agenda as prepared for the Traffic Advisory Committee meeting of May 25, 2023, be approved. Carried   4. Disclosures of Pecuniary Interest and the General Nature Thereof None. 5. Delegations 5.1. Kinsman Bridge – Public Information Centre – Jonathon Graham Concerns about lighting and security for bridge was mentioned. Resolution #3 Moved by: Councillor, Bob Parsons Seconded by:  Larry Scanlan (Vice- Chair) THAT the Kingsman Bridge – Public Information Centre information be received as information. Carried Page 3 of 6 6. General Business and Reports   6.1. Allen Street – Traffic counts & discussion on community safety zone. A formal response will be issued to resident/complainant, defer item and deploy armadillo to get traffic counts. 6.2. Wilson Ave – Traffic stats with mapping This item will be deferred until delegate can attend meeting. 6.3. PXO – update (OPSD standards) Director of Operations & Development, Jonathon Graham, is checking with the Ministry of Transportation (MTO) regarding any possible changes to the crosswalk design as these are tightly regulated. Additional education to both drivers and pedestrians/students regarding crosswalk responsibilities is needed. A letter to both school boards was proposed as well as info through local media. Resolution # 4 Moved by: Councillor Bob Parsons Seconded by: Councillor Chris Rosehart THAT a letter be written to the applicable school boards encouraging them to distribute this to the families of Tillsonburg students through the principal, with a reminder of safe crosswalk use. Carried 6.4. Off- road vehicles – Municipal Boundary Survey Results (included)  Staff will review Woodstock minutes to gage how the conversation was framed for off-road vehicles.  This item is deferred pending review on neighbouring municipalities in Oxford County.     Page 4 of 6 6.5. Resident complaint – Tillson & Cranberry (police enforcement requested) Vice Chair, Larry Scanlan, advised that the traffic committee can’t deal with enforcement, and that the Police Services Board is aware of the issue. 7. Other Business 7.1 Armadillo purchase update Director of Operations Jonathan Graham provided an update that:  2 new armadillos were purchased & received for a total of 5 ½ between Police and Town. 7.2 Traffic count general program Director of Operations Jonathan Graham provided an update to the Committee. 7.3 Resident response letter – Allen Street Director of Operations Jonathan Graham has reviewed the letter and the Committee has no issue with letter.   7.4 Rainbow Crosswalk Discussion (Oxford pride)  This item was referred from the May 23, 2023 Council meeting to the Traffic Advisory to discuss. Comments from this discussion will form part of a Staff Report that will go to the June 14, 2023 Council Meeting.  Jonathan has contacted the Ontario Ministry of Transportation (MTO) about the proposed location on Broadway Street, as it is under MTO control.  Concerns were brought forward by members of the committee regarding the width of Broadway and a potentially relevant price increase, vandalism, truck volume, maintenance and location. Resolution # 5 Moved by: Councillor Chris Rosehart Seconded by: Larry Scanlan (Vice- Chair) Page 5 of 6 THAT the Traffic Advisory Committee recommend to Tillsonburg Town Council that the Pride Crosswalk be put by the Station Arts Centre (Bridge Street & Bidwell St.). Recorded Vote:  Larry Scanlan (Vice- Chair)– Yes  Councillor Bob Parsons – No  Councillor Chris Rosehart – Yes  Councillor Pete Luciani (Chair)- No Defeated Resolution # 6 Moved by: Councillor Bob Parsons Seconded by: Councillor Pete Luciani (Chair) THAT the Traffic Advisory Committee recommend to Tillsonburg Town Council that the Pride Crosswalk be put by the on the west side of Bridge St. and Broadway Street. Recorded Vote:  Larry Scanlan (Vice – Chair)– No  Councillor Bob Parsons – Yes  Councillor Chris Rosehart – No  Councillor Pete Luciani (Chair)- Yes Defeated 8. Meeting Schedule The next Traffic Advisory Committee meetings will be September 21st 2023 at 9:00 a.m. And December 7th 2023 at 9:00 a.m. Page 6 of 6 9. Round Table June 17 – Broadway will be closed for Turtlefest (Bridge to Baldwin St). 10.
